251 <br /> <br /> Ms. Ann Castor stated in her opinion the County should keep priorities <br />where the people in the county want them. She expressed a need for good <br />schools and dedicated teachers. <br /> Mr. Donald Casperton addressed the decline in the number of unskilled <br />and semi-skilled jobs in the county. He stressed the importance of funding <br />education, stating that spending money on education would be is cheaper <br />than trying to solve the problems created by the lack of education. <br /> Mr. Ben Shue, guidance counselor at Mt. Pleasant High School, supported <br />the Schools budget as requested by the School Board. He also expressed concern <br />that art was not being taught at Mt. Pleasant High School. <br /> Ms. Mary Little, in-school suspension teacher at Hartsell School, spoke <br />in support of the in-school suspension program. <br /> Ms. Christy McMurray of Hartsell School supported the in-school suspension <br />program and stated it was producing positive results at that school. <br /> Ms. Ann Ridenhour, art instructor, expressed concern about a cultural <br />arts program for the schools in the county and asked that the County provide <br />funding for such a program. <br /> Mr. Mel Frazier stated in his opinion the schools budget should be <br />increased. <br /> Ms. Nancy Jean Story of Royal Oaks School stated she hoped that the <br />elected officials would see the need for more funding for the schools. <br /> Chairman Lentz closed the public hearing for any comments regarding <br />the schools budget. <br /> The motion by Commissioner Payne and seconded by Chairman Lentz that <br />the School Board budget be set at the amount recommended by the County <br />Manager failed with Commissioner Payne and Chairman Lentz voting for <br />and Commissioners Hamby, Upright, and Barnhardt voting against. <br /> Chairman Lentz reopened the public hearing for comments on any portion <br />of the proposed 1985-86 budget other than the schools. <br /> Mr. Wallace Hinnant again objected to the funding for weatherizing <br />the barn at Frank Liske Park. <br /> There were no other persons who wished to speak regarding the proposed <br />budget and the public hearing was closed. <br /> The motion by Commissioner Barnhardt to put all funds cut from <br />the proposed 1985-86 budget in the Water and Sewer Utility Fund failed <br />for lack of second. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright <br />and unanimously carried, the Board agreed for the amount cut from the <br />proposed budget to go in the Fund Balance Appropriated. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the meeting adjourned at 9:00 P.M. <br /> <br />,Clerk to the Board <br /> <br /> <br />
