279 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 5, 1985, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Don McNair of First Baptist <br />Church in Kannapolis, North Carolina. <br /> The minutes were recorded by Mrs. Cathie Keller-Straub. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of July 8 and July 9, 1985, were <br />approved as written. <br /> Mr. James F. Cook, Jr.,.Social Services Director, presented a request <br />for a budget amendment to accept $40,000.00 in Federal Health and Human <br />Services funds for the operation of the North Carolina Department of <br />Commerce Weatherization Assistance Program in Cabarrus County for the <br />period of September, 1985 through March, 1986. He explained that the County <br />would be expected to weatherize a minimum of 27 homes of low-income qualifying <br />elderly and handicapped during that period and that the Social Services <br />Department planned to administer the program by entering into a sub-contract <br />with a private company for the purchase of labor and material. Also, Mr. <br />Cook requested the establishment of a full-time, permanent position for <br />the employment of a Program Coordinator for the Weatherization Assistance <br />Program. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following budget amendment <br />for the Department of Social Services and approved the employment of a <br />Program Coordinator as a full-time permanent position. <br /> <br />SOCIAL SERVICES <br />ACCOUNT #01-01-56-60 <br /> <br /> Present <br />Line Item Approved Revised <br />Acct.
