<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />September 16, 1985, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz

<br /> The invocation was given by Reverend Paul Mosley of Mt. Sinai Baptist
<br />Church.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt
<br />and unanimously carried, the minutes of September 3 and September 5, 1985,
<br />were approved as written.
<br />The Board again reviewed the bids received on August 28, 1985, for
<br />carpeting for the Charles A. Cannon Memorial Library, Kannapolis Branch.

<br /> Mr. Branson Jones, Chairman of the Cabarrus County Library Board of
<br />Trustees, reviewed the recommendation by the Trustees for the award of
<br />the bid to Interiors by Nancy for Commercialon Megatrend CG carpet in the
<br />amount of $19,792.50. He stated the Trustees had selected this carpet
<br />over the carpet bidded by E. L. Morrison Lumber Company for the following
<br />reasons.

<br />Better coverage with 11.67 stitches per inch as compared to
<br />9.8 stitches per inch.
<br />Ten-year written warranty as compared to five-year written
<br />warranty.
<br />Method of dyeing provides for less likelihood of color variations.

<br />In conclusion, Mr. Jones further advised the Board that the carpet bidded
<br />by Howard Floor Covering and Supplies, the second low bidder, did not meet
<br />the bid specifications regarding the minimum number of stitches per inch.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Upright
<br />with Commissioners Payne, Upright, and Barnhardt and Chairman Lentz voting
<br />for and Commissioner Hamby voting against, the Board awarded the carpeting
<br />bid for the Charles A. Cannon Memorial Library, Kannapolis Branch, to
<br />Interiors by Nancy in the amount of $19,792.50 for the purchase and
<br />installation of Commercialon Megatrend CG carpet as recommended by the
<br />Cabarrus County Library Board of Trustees because of the better coverage
<br />provided by the 11.67 stitches per inch, the ten-year written warranty,
<br />and the less likelihood of color variations.
<br /> Mr. Thomas W. Dillard, Library Director of the Charles A. Cannon
<br />Memorial Library, introduced Ms. Beth'Young as the Kannapolis Branch
<br />Librarian.
<br /> Mr. Charles D. McGinnis, County Manager, presented the recommendation
<br />for the selection of Wilbur Smith & Associates, Inc., as the firm for an
<br />Airport Feasibility Study for Cabarrus County. Other firms submitting
<br />proposals for the study included HDR Infrastructure, Inc.; Calocerinos &
<br />Spina; Talbert, Cox & Associates, Inc.; and Howard Needles Tammen Bergendoff.
<br />Mr. McGinnis also recommended that the County request Wilbur Smith &
<br />Associates, Inc., to do a completely new study at a cost of $44,908.00. He
<br />further proposed that the Board consider some definition as to the kind of
<br />study they would like in regards to the recommendation of one site by the
<br />firm for an airport or the selection by the firm of three possible sites
<br />rated according to economic feasibility and compliance with state and
<br />federal aviation guidelines. In conclusion, Mr. McGinnis advised the Board
<br />that it was his understanding that the Aviations Division of the North
<br />Carolina Department of Transportation had appropriated up to $58,000.00 to be
<br />used for a 50/50 matching grant with Cabarrus County for funding the
<br />airport feasibility study.
