3O5 <br /> <br /> Thereupon Commissioner Hamby moved the passage of the foregoing <br />resolution entitled: "RESOLUTION PROVIDING FOR THE ISSUANCE OF $7,271,000 <br />WATER BOND ANTICIPATION NOTES", and Commissioner Payne seconded the motion <br />and the resolution was passed by the following vote: <br /> <br /> Ayes: Commissioners Hamby, Payne, Barnhardt, and Upright and <br />Chairman Lentz <br /> <br />Noes: None <br /> <br /> I, Frankie F. Small, Clerk to the Board of Commissioners for the <br />County of Cabarrus, North Carolina, DO HEREBY CERTIFY that the foregoing <br />has been carefully copied from the actually recorded minutes of the <br />meeting of the Board of Commissioners for said County held on September 16, <br />1985, the record having been made in Minute Book No. 19 of the minutes <br />of said Board, beginning at page 302 and ending at page 305 , and <br />is a true copy of so much of said minutes as relates in any way to the <br />issuance of $7,271,000 Water Bond Anticipation Notes of the Water and <br />Sewer District of Cabarrus County, in Cabarrus County, North Carolina. <br /> <br /> I HEREBY FURTHER CERTIFY that a schedule of regular meetings <br />of said Board, stating that regular meetings of said Board are held <br />on the first Monday of each month at 9:30 A.M. and on the third Monday <br />of each month at 7:00 P.M. in the Commissioners' Meeting Room of the <br />County Courthouse in Concord, North Carolina, has been on file in my <br />office pursuant to G.S. 143-318.12. <br /> <br /> WITNESS my hand and corporate seal of said County, the 23 day of <br />September, 1985. <br /> <br />/s/ Frankie F. Small <br /> <br />Clerk to the Board of <br /> Commissioners <br /> <br /> The Board again reviewed the problems regarding the election of <br />officers for the Flowes Store Volunteer Fire Department and the need for <br />the establishment of guidelines in order for the volunteer fire departments <br />to qualify for the County's contribution of $250.00 per month. During <br />discussion, the Board indicated that these guidelines should include such <br />items as the election of officers, submission of annual audits, timely <br />presentation of requested tax levy to the Board, and the authorization of <br />Firemen's Relief Fund Trustees for the departments. It was determined that <br />Commissioners Barnhardt and Hamby would work with the County Manager in <br />developing a set of proposed guidelines to be presented to three <br />representatives of the Cabarrus County Fire Chief's Association for <br />consideration. <br /> Chairman Lentz reported that he had received a request from Wake <br />County that the Board of Commissioners endorse a resolution asking for <br />an increase in gas tax by five cents. The Board took no action on this <br />request. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board moved to go into Executive Session with <br />the Board of Commissioners of the Water and Sewer District of Cabarrus <br />County to discuss acquisition of land. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Executive Session of both Boards was <br />terminated. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board authorized the County <br />Attorney to close the acquisition of the designated tracts of land <br />totaling $18,540.00 and appropriated $18,540.00 from the Contingency <br />Fund as a contribution to the Water and Sewer Utility Fund for the <br />purpose of land acquisition. <br /> There being no further business to come before the Board, the <br />meeting adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
