309 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 7, 1985, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Commissioner Hamby corrected the minutes of September 16, 1985, to <br />show he voted against the award of the bid for carpeting for the Charles A. <br />Cannon Memorial Library, Kannapolis Branch, to Interiors by Nancy. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby <br />and unanimously carried, the minutes of September 16, 1985, were approved <br />as corrected. <br /> Mr. James F. Cook, Jr., Social Services Director, presented for the <br />Board's consideration a budget amendment for the Weatherization Assistance <br />Program. He stated the Department planned to implement the program through <br />the use of in-house staff as no bids had been received to subcontract the <br />purchase of labor and materials. Mr. Cook stated the budget amendment <br />would provide for the following: <br /> <br />1) <br /> <br />The creation of two carpenter positions at Grade 58.
