337 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, <br />on Monday, November 18, 1985, at 7:30 P.M. The meeting was delayed <br />from the regular meeting time of 7:00 P.M. because of a public hearing <br />held by the Board of Commissioners for the Water and Sewer District of <br />Cabarrus County. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend T. Wayne Dyer of the South <br />Concord Church of God. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of November 4 and November 7, 1985, <br />were approved as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the addition of the following <br />roads to the State road system. <br /> <br />Central Heights Road <br /> Larchlea Place <br /> River Bend Road <br /> Bealgray Road <br /> <br /> Chairman Lentz presented the request from the Cabarrus County Health <br />Department for the Board to proclaim the week of December 1-7, 1985, as <br />National Home Care Week in Cabarrus County. <br /> Motion was made by Commissioner Payne, seconded by Chairman Lentz to <br />adopt the following proclamation. <br /> <br /> As Chairman of Cabarrus County Board of Commissioners, I, <br />James W, Lentz, do hereby proclaim the week of December 1, <br />1985 through December 7, 1985 as National Home Care Week. This <br />act is done in recognition of the need existing throughout the <br />county as well as state and nation for skilled medical, social <br />and support services in the homes of our citizens and in <br />recognition of the fact that many of those needing such services <br />are not aware that such are available through the Cabarrus County <br />Home Health Agency. <br /> <br />No vote was taken on the motion by Commissioner Payne. <br /> Commissioner Upright expressed concern regarding the proclamation <br />and its relationship to the home health services provided through the <br />Cabarrus Memorial Hospital. <br />UPON SUBSTITUTE MOTION of Chairman Lentz, seconded by Commissioner <br />Payne and unanimously carried, the Board adopted the following proclamation. <br /> <br />PROCLAMATION <br /> <br /> As Chairman of Cabarrus County Board of Commissioners, I, <br />James W. Lentz, do hereby proclaim the week of December 1, 1985 <br />through December 7, 1985 as National Home Care Week. <br /> <br />This the 18th day of November, 1985. <br /> <br />/s/ James W. Lentz <br /> <br />Chairman, Cabarrus County <br />Board of Commissioners <br /> <br /> Chairman Lentz reported he had received a letter from Mr. Kenneth K. <br />Kiser, Chairman of the Board of Elections, certifying the validity of <br />the Flowes Store Fire District petition that asked the Board of Commissioners <br />to call a special election to abolish the special tax for fire protection <br />for that area. According to Mr. Kiser's letter, the petition contained <br />the required percentage of signatures to permit the Board of Commissioners <br />to call the election. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the Board <br />of Directors of the Flowes Store Fire District had changed the by-laws of <br />that department to conform with the provisions of the proposed Fire <br /> <br /> <br />
