370 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, January 20, 1986, at 7:00 P.M. Present- Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Archie Y. Barnhardt Marcelle M. Upright The invocation was given by Reverend David Whitely of the Second Presbyterian Church of Concord, North Carolina. UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt and unanimously carried, the minutes of January 6 and January 9, 1986, were approved as written. The Board reviewed the following action recommended by the Cabarrus County Board of Health at its meeting on December 19, 1985. Determined that an Animal Control Advisory Committee was no longer needed and suggests that no new members be appointed to fill the expired terms of the current members. Mrs. Betsy Carpenter of the Cabarrus Animal Protection Association complained about the operation of the Animal Control Department and spoke in support of the continuation of the Animal Advisory Committee to work on animal and animal related problems. She stated there had been no Animal Control in Cabarrus County for the past eleven months as no citations had been given and the department had not conducted proper rabies canvasses in the county. Mrs. Carpenter stated the Animal Advisory Committee was needed to address such problems as a cat nuisance law, a new hog law, livestock, dirty dog lots, Pit Bulls, and the increase in rabies. In conclusion, Mrs. Carpenter complained that her recent allegations concerning the operation of the Animal Shelter had not been properly investigated and asked that the Board organize an investigation regarding the Animal Shelter. Mr. Alfred M. Brown, Chairman of the Cabarrus County Board of Health, commended the operation of the Animal Control Program in Cabarrus County and stated the department was working more in public relations than in writing tickets. He stated the Board of Health had recommended the abolishment of the Animal Control Advisory Committee because it is of the opinion that animal control can and should be handled through the utilization of the advice of the veterinarian who serves on the Board of Health. Mr. Brown reported that Mrs. Carpenter had not directed complaints about the Animal Shelter to the Health Director nor the Board of Health where he stated they could be properly handled. In conclusion, Mr. Brown advised the Board that the Board of Health stands ready to investigate and resolve any problems and complaints about the administration of the Animal Control Program in Cabarrus County.
