375 <br /> <br />10. <br /> <br />A Technical Coordinating Committee (TCC) shall be established with <br />the responsibility of general review, guidance, and coordination <br />of the transportation planning process for the planning area and <br />with the responsibility for making recommendations to the <br />respective local and State governmental agencies and the <br />Transportation Advisory Committee regarding any necessary actions <br />relating to the continuing transportation planning process. <br />The TCC shall be responsible for development, review, and <br />recommendation for approval of the Prospectus, Unified Work <br />Program, Transportation Improvement Program, Federal-Aid Urban <br />Systems and Boundaries, revisions to the transportation plan, <br />planning citizen participation, and documentation reports <br />of the tranportation study. <br /> <br />Membership of the Technical Coordinating Committee shall include <br />technical representatives from all local and State governmental <br />agencies directly related to and concerned with the transportation <br />planning process for the planning area. Initially, the membership <br />shall include, but not be limited to, the following: <br /> <br />Planning Director, City of Concord <br />Director of Public Works, City of Concord <br />Landis and China Grove Representative <br />Director of Planning, Cabarrus County <br />Director of Planning, Rowan County <br />Kannapolis Representative <br />Director, Centralina Council of Governments <br />Division Engineer, Division Nine, Division of Highways, <br /> North Carolina Department of Transportation <br />Division Engineer, Division Ten, Division of Highways, <br /> North Carolina Department of Transportation <br />Director, Public Transportation Division, North Carolina <br /> Department of Transportation <br />Concord-Kannapolis Study Coordinator, Planning and Research <br /> Branch, Division of Highways, North Carolina Department <br /> of Transportation <br />Thoroughfare Planning Engineer, Planning and Research Branch, <br /> Division of Highways, North Carolina Department of <br /> Transportation <br />Area Traffic Engineer, Traffic Engineering Branch, Division <br /> of Highways, North Carolina Department of Transportation <br />District Engineer, North Carolina Division, Federal Highway <br /> Administration, United States Department of Transportation <br /> (non-voting) <br />Planning and Research Engineer, North Carolina Division, <br /> Federal Highway Administration, United States Department <br /> of Transportation (non-voting) <br /> <br />The Technical Coordinating Committee shall meet when it is deemed <br />appropriate and advisable. On the basis of majority vote of <br />its membership, the Technical Coordinating Committee may appoint <br />a member of the Committee to act as Chairperson with the <br />responsibility for coordination of the Committee's activities. <br />Membership to the Technical Coordinating Committee may be altered on <br />the basis of a majority vote of its membership. <br /> <br />The Concord Board of Aldermen, Kannapolis City Council, China <br />Grove Board of Aldermen, Landis Board of Aldermen, Cabarrus County <br />Board of Commissioners, and the Rowan County Board of Commissioners <br />shall serve as the primary means for citizen input to the continu- <br />ing transportation planning process. During transportation plan <br />reevaluation, citizen involvement in the planning process shall be <br />encouraged during reanalysis of goals and objectives and plan <br />formation. This citizen involvement will be obtained through goals <br />and objectives surveys, neighborhood forums, and public hearings <br />in accordance with procedures outlined in the "North Carolina <br />Highway Action Plan." <br /> <br /> <br />
