402 <br /> <br />Resolution. She stated in her opinion the County should have no <br />control over the type of equipment purchased by the fire department. <br /> Mr. James L. Pharr, Fire Marshal, reviewed the type of equipment <br />required by the Department of Insurance at the time of the initial <br />certification of a volunteer fire department. <br /> Mr. James Allison, Chief of the Pitts Volunteer Fire Department, <br />opposed the provisions of the Fire Protection Resolution pertaining to <br />the Fire Marshal and his duties. <br /> Mr. Ed Phillips, Chief of the Allen Volunteer Fire Department and <br />President of the Fire Chief's Association, spoke in support of the <br />Fire Protection Resolution. He stated that he was not happy with the <br />entire Resolution but could live with it. Mr. Phillips informed the <br />Board that the Chief and the President of the Board of Directors for <br />each fire department had been invited to attend the special meeting <br />for planning the Resolution. <br /> Mr. Ted Joyner, President of the Cabarrus County Firemen's <br />Association, reviewed the previous contract between the County and the <br />volunteer fire departments. He expressed support for the Fire Protec- <br />tion Resolution adopted by the Board on December 2, 1985, and stated <br />any errors in the Resolution could be worked out during the year. <br /> Mr. Gerald Love, Secretary-Treasurer of the HarriSburg Volunteer <br />Fire Department, stated opposition to the Fire Protection Resolution <br />and asked that the Board act on the recommended changes immediately. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne <br />and unanimously carried, the Board moved to seek to have the budget <br />requests from the fire departments by April 1, 1986, as scheduled, and <br />to provide a 10-day grace period on the actual signing and returning <br />of the contracts with the Board to hear any recon~nendations from the <br />County Attorney regarding any amendments that may need to be made to <br />the Resolution at the meeting on April 3, 1986. <br /> The Board reviewed the following bids received for carpeting for <br />the Cabarrus County Courthouse and Piedmont Mental Health Center. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />FEBRUARY 28, 1986 <br /> <br /> CERT. McGinnis, County Manager, reported that the <br />telephone study for the County offices had been completed by Mr. David <br />Bailey of the Centralina Council of Governments. He stated that it <br />was Mr. Bailey's recommendation that the County lease a telephone <br />system from Concord Telephone Company which had submitted a proposal <br />for the leasing of equipment at basically the same cost as the County's <br /> <br /> <br />
