408

The Board of Commissioners for the County of Cabarrus met in
regular session at the County Courthouse in Concord, North Carolina, on
Monday, April 7, 1986, at 9:30 A.M.
Present - Chairman: James W. Lentz
Commissioners: Kenneth F. Payne
William G. Hamby, Jr.
Archie Y. Barnhardt
Marcelle M. Upright
The invocation was given by Reverend Charles Stafford of the Odell
Baptist Church.
As requested by Mr. Fletcher L. Hartsell, Jr., County Attorney, the
minutes of March 17, 1986, were corrected on Page 403 to show that the
Board had authorized the purchase of 14.896 acres of property from
Augusta B. Jordan.
UPON MOTION of Commissioner Payne, seconded by Commissioner Upright
and unanimously carried, the minutes of March 17, 1986, were approved as
amended.
Ms. Corinne Cannon of the Fishertown community in Kannapolis
thanked the Board for water service to that community. However, she
expressed concern that no water lines had been installed on Reid Street
and no fire hydrants had been placed on Macon Street. Chairman Lentz
stated that the Board would look into this matter.
Chairman Lentz announced that he would be meeting with a coalition
of officials from area counties on April 10 at Carowinds. He invited
other Board members to attend this meeting.
UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with
Commissioners Hamby, Payne, and Upright and Chairman Lentz voting for
and Commissioner Barnhardt voting against, the Board brought off the
table for discussion the request for the reinstatement of the $250.00
per month County contribution to the Flowe's Store Volunteer Fire
Department.
The Board reviewed the following letter from Mr. Webster S. Medlin,
attorney representing the Flowe's Store Volunteer Fire Department, Inc.

Board of Commissioners for
Cabarrus County
Cabarrus County Courthouse
Concord, North Carolina 28025

April 2, 1986

Re: Flowe's Store Volunteer
Fire Department, Inc.

Gentlemen:

On behalf of Flowe's Store Volunteer Fire Department, Inc. request
is hereby made for reinstatement of the normal county contribution of
$250.00 per month from the time such payments were withheld. The
department will timely submit its audit report and budget to the county.
The county contract for fire protection in the fire district has been
executed by the proper officers.

It would seem that all of the department's documents to comply with
the county's fire Protection resolution have been timely filed. In the
event you need or desire any further information regarding our documents
or reports, please call me, and the requested information will be
promptly furnished.

Upon reinstatement of funds and execution of the fire protection
contract and continuation of tax levy funds the Flowe's Store Volunteer
Fire Department will schedule a special meeting of members on May 15,
1986 to elect three directors pursuant to the provisions of its Bylaws.
Thereafter the elections will be held annually in October.

Thank you for your good cooperation.

Sincerely yours,
MEDLIN & MEDLIN, P.A.
/s/ Webster S.
