427 <br /> <br />petition requesting the use of centerfire rifles until the County <br />Attorney has more information regarding this matter. <br /> The Board reviewed the letter from Mr. Tim Wilson, Chairman of the <br />Share Cabarrus Festival, requesting the use of Courthouse property for <br />the Festival scheduled on May 17, 1986. According to the letter from <br />Mr. Wilson, the portion of the property to be used for vendors would <br />include half of the Courthouse parking lot toward Means Street and the <br />sidewalk areas leaving two outlets to Church Street. Mr. Wilson further <br />indicated in his letter that the Courthouse steps would be used as <br />seating and the remaining sidewalk area for art exhibits. <br /> UPON MOTION of Commissioner Upright, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the use of the Courthouse <br />facilities as requested by Mr. Tim Wilson for the Share Cabarrus Festi- <br />val on May 17, 1986, with the stipulation that adequate liability <br />insurance be provided. <br /> Members of the Board indicated that they planned to attend the <br />District Meeting of the North Carolina Association of County Commission- <br />ers scheduled for April 16, 1986, at the Western Sizzlin' Steakhouse in <br />Concord. <br /> Mr. Charles D. McGinnis, County Manager, reported that he had <br />received a request from the Town of Mt. Pleasant for $100,000.00 of the <br />$600,000.00 in funds appropriated for the water impoundment facility. <br />He stated that that Town of Mt. Pleasant had acquired all the necessary <br />property for the impoundment with the exception of one tract which <br />may end up in condemnation proceedings. Mr. McGinnis requested authori- <br />zation to remit the requested money to the Town of Mt. Pleasant at the <br />time the County receives the title for joint ownership of the property <br />which has been acquired. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously carried, the Board authorized the County Manager to go <br />ahead and remit funds to the Town of Mt. Pleasant for the Mt. Pleasant <br />impoundment with the final piece of property to be put in the name of <br />Cabarrus County and the Town of Mt. Pleasant at the time it is acquired. <br /> Ms. Rebecca Yarbrough, Emergency Services Program Administrator <br />with the Centralina Council of Governments, reviewed recent activities <br />of that organization. <br /> There being no further business to come before the Board, the <br />meeting adjourned at 11:30 A.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
