434 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />May 5, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Ken Meeks, Jr., of Bethpage <br />Presbyterian Church. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of April 21, 1986, were approved as <br />written. <br /> Mr. Charles D. McGinnis, County Manager, announced that Mr. Gary D. <br />Logston of Wilbur Smith and Associates and Mr. William Fisher, Chairman of <br />the Cabarrus County Airport Commission, had requested that the progress <br />report on the status of the airport master plan study be delayed until the <br />meeting on May 19, 1986. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board granted permission to Mrs. Marcie Moore for <br />use of sound amplification system for an outdoor band at her home at 36 Oak <br />Drive on the evening of Saturday, May 17, 1986, from 7:00 P.M. until <br />11:00 P.M. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the changes to the Ordinance <br />Regulating the Use of Frank Liske Park as recommended by the Parks and <br />Recreation Commission. The changes as approved by the Board are as follows. <br /> <br />(1) Add the word "building" in the first provision of Section I Regulations <br /> - A. Category I Offenses to read "properties, building, or equipment". <br />(2) Add "except as provided for in the North Carolina Fishing Regulations" <br /> at the end of the first sentence of Number 7 of Section I. Regulations <br /> - B. Category II Offenses. <br />(3) Add the word "immediately" at the end of Number 8 of Section I. <br /> Regulations - B. Category II Offfenses. <br />(4) Specify the size of the largemouth bass as 14" and above and add the <br /> word "immediately" at the end of the sentence for Number 9 of <br /> Section I. Regulations - B. Category II Offenses. <br />(5) Add the following under Section II. Violation - B. Category II <br /> Offenses. <br /> <br />* Exception - Category II, 7,8,9. Violation of these ordinances is <br /> punishable by the appropriate penalties and/or laws <br /> governing inland waters as set forth by the North <br /> Carolina Wildlife Resources Commission. He stated that during a surprise inspection the Health Department <br />had checked the food and found a number of deficiencies with the most <br />serious problem involving the temperature level of the food.
