Cost of existing land at Landfill $ 305,596 Cost of acquiring 300 acres of land for a new Landfill (including test- ing, public hearings, and engineering and planning). 490,000 Projected operating budget for next six years at existing Sanitary Landfill TOTAL COST 3~161~000 $3,956,000 Total utilization of Landfill for next ~ix years (number of vehicles at $10.00 per vehicle). 85,146 vehicles Recommended tipping fee to cover projected 46.46 per vehicle cost UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt with Commissioners Payne and Barnhardt and Chairman Lentz voting for and Commissioner Upright voting against, the Board increased the present tipping fee of $10.00 per vehicle at the Cabarrus County Landfill to $15.00 per vehicle effective July 1, 1986. The Board reviewed the following requests concerning the Ambulance Service fees and collections from Mr. B. H. Mabrey, Sr., Emergency Services Director. 1) ~) 3) An increase in the Basic Life Support (BLS) base rate from $50.00 to $60.00 and an increase in Advance Life Support (ALS) rate to $85.00. To drop the $150.00 minimum before collection of ambulance bills before ambulance bills can be initiated. To move ambulance fee collection to the Tax Collector's office to provide for the separation of billing and collection services. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commissioners Payne, Barnhardt, and Upright and Chairman Lentz voting for, the Board approved the recommended increase in the Ambulance Service fees with an increase in the Basic Life Support base rate from $50.00 to $60.00 and an increase in the Advance Life Support rate to $85.00 and dropped the $150.00 minimum before collection procedures as provided for under State law can be started to collect outstanding bills. It was understood that discretion would be used, as it has in the past, as to which accounts should be actively pursued for collection. The effective date of these changes is July 1, 1986. The Board indicated that the third request regarding the ambulance fee collection by the Tax Collector's Office should be handled administratively by the County Manager. The Board reviewed the request from Mr. R. L. Brownell, President of Rowan Technical College, for the College to sublease the second floor of the Carver School Annex Building for the administration of the JTPA Program in Cabarrus County. Commissioner Upright stated that she was an employee of Rowan Technical College. UPON MOTION of Commissioner Upright, seconded by Chairman Lentz with Commissioners Upright, Payne, and Barnhardt and Chairman Lentz voting for, the Board approved the sublease of the second floor of the Carver School Annex Building to Rowan Technical College on a year-to-year basis with a provision in the agreement that the lease is automatically renewed unless one party or the other gives notice of cancellation 90 days in advance. The Board instructed Mr. Fletcher L. Hartsell, Jr., County Attorney, to draw up the appropriate lease for execution by the County and Rowan Technical College. Mr. Charles D. McGinnis, County Manager, presented the proposed 1986-87 Cabarrus County Budget to the Board.
