496 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />July 21, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br />The invocation was given by Mr. Hugh Price, District Conservationist. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Upright and <br />unanimously carried, the minutes of July 7 and 10, 1986, were approved as <br />written. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by resolution approved the addition of the <br />following roads to the State road system for maintenance. <br /> <br />Hoke Street <br />Hoke Street Extension <br /> Finger Lakes Drive <br /> Altacrest Drive <br /> Sundance Drive <br /> <br /> Mr. Hugh Price, District Conservationist, presented the Cabarrus County <br />Watershed Commission's recommendation that the bid from Charles R. Fisher <br />Logging Company in the amount of $160.00 per hour be accepted by the Board <br />for the removal of trees and other debris from Rocky River beginning at <br />Coldwater Creek to Coddle Creek and on Coddle Creek at Rocky River to <br />Highway 49. He pointed out that this was the only bid received in response <br />to the four requests for proposais that were mailed to prospective bidders. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />with Cormmissioners Payne, Barnhardt, and Hamby and Chairman Lentz voting for <br />and Commissioner Upright voting against, the Board awarded the contract for <br />stream channelization to Charles R. Fisher Logging Company in the amount of <br />$160.00 per hour and authorized Mr. Hugh Price, District Conservationist, to <br />stop the project at such time he sees fit. · <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby and <br />unanimously carried, the Board granted permission for a fireworks display at <br />the Charlotte Motor Speedway on Monday, August 11, 1986, at approximately <br />9:45 P.M. The fireworks display will be supervised by Mr. Gary Partlow, <br />licensed pyrotechnician of Southern International Fireworks, and a certificate <br />of insurance in the amount of $3 million has been submitted for the event. <br /> The Board reviewed the bid submitted by Hub-Stinnette Uniforms, Inc., in <br />the amount of $11,673.00 for the annual contract for uniforms for the Cabarrus <br />County Sheriff's Department. Mr. Charles D. McGinnis, County Manager, <br />reported that this was the only bid received for the uniforms although eight <br />bid proposal requests were mailed to various uniform companies. It was noted <br />that the bid reflected an increase of approximately 14 percent over the <br />1985-86 uniform contract. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />with Commissioners Barnhardt, Payne, and Hamby and Chairman Lentz voting for <br />and Commissioner Upright voting against, the Board rejected the bid for the <br />uniforms for the Sheriff's Department because of the high cost and directed <br />that the request for proposals be readvertised and new bids received for the <br />law enforcement uniforms. <br /> The Board also directed that the uniform bid specifications include a <br />provision stating that all items are to be made in America. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby and <br />unanimously carried, the Board reappointed Mr. Stuart J. Black and Mr. <br />Branson Jones to the Library Board of Trustees for a three-year term begin- <br />ning on August 1, 1986. <br /> Mr. Charles D. McGinnis, County Manager, informed the Board that the <br />item regarding the annual certification of firemen should be deleted from the <br />agenda as the Board of Directors for the fire departments were now authorized <br />to submit the annual certification to the State. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board granted permission to Mr. Pleas W. Carter, <br />Jr., to have a singer with an amplifying system at a private party outside <br />his residence at 401 Irish Potato Road, Concord, on Thursday, July 31, 1986, <br />from 7:00 P.M. to 11:00 P.M. <br /> <br /> <br />
