511 <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Hamby, seconded by Commissioner <br />Barnhardt with Commissioners Hamby, Barnhardt, and Payne and Chairman Lentz <br />voting for and Commissioner Upright voting against, the Board adopted the <br />following resolution which is to be sent at the same time as a similar reso- <br />lution adopted by the City of Concord. <br /> <br /> RESOLUTION REQUESTING TECHNICAL ASSISTANCE <br /> TO DEVELOP A MANAGEMENT PLAN FOR <br />CODDLE CREEK AND DUTCH BUFFALO CREEK WATERSHEDS <br />LEADING TO RECLASSIFICATION OF WATERSHEDS FROM WS-III TO WS-II <br /> <br /> WHEREAS, the North Carolina Environmental Management Commission has <br />adopted new improved description classifications for water supply watersheds <br />to provide more appropriate protection for surface water supplies used as a <br />raw water source for drinking water; and <br /> <br /> WHEREAS, the Coddle Creek watershed and the Dutch Buffalo Creek watershed <br />that are now classified WS-III appear to meet the requirements for the WS-II <br />classification of the proposed designation; and <br /> <br /> WHEREAS, the reclassification of the Coddle Creek watershed and the Dutch <br />Buffalo Creek watershed to WS-II will be to the benefit of the health and <br />welfare of the present and future customers dependent upon these water supply <br />sources. <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br /> 1. That the Board of Commissioners of Cabarrus County requests technical <br />assistance from the North Carolina Environmental Management Commission to <br />develop a Management Plan to reclassify the Coddle Creek and the Dutch Buffalo <br />Creek watersheds that are now classified WS-III to the classification of <br />WS-II. <br /> <br /> 2. That the County Manager is authorized and directed to file such <br />necessary applications, furnish the appropriate information, and take such <br />other action as needed to support the consummation of the reclassification <br />requests. <br /> <br /> 3. That copies of this resolution be forwarded to the City of Concord, <br />City of Kannapolis, Town of Mount Pleasant, and Town of Harrisburg along with <br />the request of support for this reclassification of the watersheds. <br /> <br />Adopted this 18th day of~August, 1986. <br /> <br />ATTEST: <br />/s/ Frankie F. Lentz, Chairman <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board set a public hearing at 7:30 P.M. on Thursday, <br />September 4, 1986, for the draft Thoroughfare Plan as recommended by the <br />Planning Board. <br /> Chairman Lentz and Commissioner Hamby presented a report on the North <br />Carolina Association of County Commissioners Annual Conference in Winston-Salem <br />on August 14-17, 1986. <br /> Chairman Lentz announced that the Liaison Committee for the County and <br />the City of Concord would meet at 6:30 P.M. on August 20, 1986, at Lake Lynn <br />Lodge. <br /> Mr. Charles D. McGinnis, County Manager, announced that Mr. Gary Logston <br />of Wilbur Smith and Associates had scheduled a public meeting at the Agriculture <br />Extension Center on August 28, 1986, from 10:00 A.M. until 8:00 P.M. for the <br />sites on Highway 29 across from Philip Morris and Charlotte Motor Speedway as <br />possible locations for the proposed airport. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />possible contractual arrangements regarding the proposed County Administrative <br />Office Building. <br /> <br /> <br />
