534 <br /> <br />purchaser or purchasers thereof, at such prices as said Commission determines <br />to be in the best interest of the Issuer, subject to the approval of the Board <br />of Commissioners for Cabarrus County, North Carolina as the governing body of <br />the Issuer. The Clerk of said Board is hereby directed to'transmit immediately <br />a certified copy of this resolution to the Local Government Commission of <br />North Carolina. <br /> <br /> Section 9. If the bonds are awarded to a purchaser other than the FmHA, <br />the bonds will be delivered in such authorized denominations and registered in <br />such names as the purchaser may request no later than five days prior to the <br />date of their delivery. If the purchaser fails to submit such information by <br />the required time, then a single bond will be issued for each maturity date <br />registered in the name of the purchaser or the senior manager of the bidding <br />group constituting the purchaser. <br /> <br /> Section 10. If the bonds are awarded to a purchaser other than the FmHA, <br />there shall be printed on the reverse of each of the bonds the legal opinion <br />of Brown & Wood, bond counsel to the Issuer, with respect to the validity of <br />the bonds, and there shall be printed immediately following such legal opinion <br />a certificate bearing the facsimile signature of the Chairman of the Board of <br />Commissioners for Cabarrus County, North Carolina, as the governing body of <br />the Issuer, said certificate to be in substantially the following form: <br /> <br />I HEREBY CERTIFY that the foregoing is a true and correct copy of <br />the legal opinion on the bonds therein described which was manually <br />signed by Brown & Wood, New York, N.Y., and was dated as of the date of <br />delivery of and payment for said bonds. <br /> <br />IFacsimile signature] <br />Chairman of the Board of <br /> Commissioners for <br /> Cabarrus County <br /> <br />Section 11. Small, Clerk to the Board of Commissioners for Cabarrus <br />County, North Carolina, as the governing body of the Water and Sewer District <br />of Cabarrus County, DO HEREBY CERTIFY that the foregoing is a true copy of so <br />much of the proceedings of said Board at a special meeting held on September <br />22, 1986 as relates in any way to the issuance of bonds of the Water and Sewer <br />District of Cabarrus County, and that said proceedings are recorded in Minute <br />Book No. 19 of the minutes of said Board, beginning at page 522 and ending at <br />page 535. <br /> <br /> I DO HEREBY FURTHER CERTIFY that the Chairman of said Board duly notified <br />or caused to be notified each member of said Board of said meeting and that, <br />at least forty-eight hours before said meeting, notice of said meeting, signed <br />by the Chairman of said Board and stating that a special meeting of said Board <br />would be held at 5:00 P.M. on September 22, 1986 in the Commissioners' Meeting <br />Room of the County Courthouse in Concord, North Carolina, concerning the <br />passage of a resolution providing for the issuance of $7,271,000 Water Bonds <br />of the Water and Sewer District of Cabarrus County, North Carolina was posted <br />on the principal bulletin board of said Board and mailed or delivered to each <br />newspaper, wire service, radio station, television station and person that had <br />filed with me a written request for notice pursuant to G.S. §143-318.12. <br /> <br /> <br />
