547 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 20, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend Randy Barnhardt of the Concord <br />Christian Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of October 6, 1986, were approved as <br />written. <br /> Chairman Lentz stated that the zoning public hearing which had been <br />postponed from October 2, 1986, would be held at this time. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, <br />presented the proposed Zoning Atlas amendment, Zoning Text amendment, and <br />Minimum Housing Code amendment as recommended by the Planning Board. Mr. <br />Phillip Kingsland, member of the County Planning staff, reviewed the location <br />of the area proposed for rezoning. Public input was received prior to action <br />by the Board of Commissioners. <br /> <br />ZONING ATLAS AMENDMENT <br /> <br />(1) <br /> <br />Petition 86-27. Charles Stephen Myers, off Odell School Road, <br />township 2, Map/PIN 4681-64-3912. Wishes to rezone from ARR to R-7.2. <br />The Planning Board recommended 5-0 to deny this petition. <br /> <br /> Mr. Charles Myers, father of the petitioner, requested that the Board <br />postpone Petition 86-27 until the next meeting of the County Commissioners as <br />Mr. Steve Myers, the petitioner, was in Raleigh on this date and unable to <br />attend the meeting. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board moved to act on Petition 86-27 at this <br />time. <br /> Mr. David McCord, resident of Mecklenburg County, opposed the rezoning <br />request, stating he and his family owned property in that area of the county. <br />He objected to the mobile home park proposed for the property and cited such <br />concerns as the bad location of the entrance to the property, narrow roads in <br />the area, and the overcrowding of schools. <br /> Ms. Wanda Williams expressed concern regarding overcrowding of Odell <br />School and the safety of the roads in that area. She stated the County <br />Schools Superintendent had informed her that the population at Odell School <br />was at full capacity and that further overcrowding could result in a split <br />shift at the school or an addition to the school. <br /> Mr. F. A. Rankin, Jr., opposed the rezoning. He stated that a mobile <br />home park allowing ten units per acre would not be in keeping with the single <br />family, low density zoning currently found in the northwest area of the <br />county. <br /> Ms. Susan R. McBryde, Media Specialist at Odell School, reported that <br />all classrooms at Odell School are full this year with some exceeding State <br />maximum enrollment levels. She stated that she and her husband were opposed <br />to the rezoning based on the overcrowding of Odell School as well as the <br />economic, traffic, and environmental problems that such a development as the <br />proposed mobile home park would cause. <br /> Ms. Robin Allison opposed the rezoning, stating the proposed mobile home <br />park would cause serious problems for the school system, a dangerous traffic <br />situation, and depreciation of property values. She stated the need for <br />carefully planned growth in the area and asked that the area not be used as <br />the dumping ground for improvements and progress in the county. <br /> Mr. Charles Myers spoke in support of the rezoning to permit the develop- <br />ment of the mobile home park and pointed out that existing regulations in <br />Cabarrus County would not allow ten mobile homes to the acre. He stated <br />that the proposed mobile home park would be worthwhile for the young and <br />elderly in the county who cannot afford other types of homes. Mr. Myers <br />further stated that the proposed mobile home park would be well kept and <br />maintained properly. <br /> Mr. John Riley stated the area is currently zoned to allow one unit per <br />acre and in his opinion this size should not be cut. <br /> <br /> <br />
