582 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 1, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Father Donald L. Winter of Saint James <br />Catholic Church. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of November 17, 1986, were approved as <br />written. <br /> Chairman Lentz recessed the meeting until the conclusion of the meeting <br />of the Board of Commissioners for the Water and Sewer District of Cabarrus <br />County. <br /> Chairman Lentz reconvened the meeting of the Board of Commissioners at <br />9:40 A.M. <br /> Chairman Lentz presented Commissioner Barnhardt and Commissioner Upright <br />with individual plaques of appreciation for their years of service as a County <br />Commissioner. Commissioners Hamby and Payne reviewed the special positions <br />held by Commissioners Barnhardt and Upright during the past four years as <br />follows. <br /> <br />ARCHIE Y.
