27 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />January 19, 1987, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Commissioner Hamby was absent for the beginning of the meeting. <br /> The invocation was given by Reverend Larry E. Irvin, Sr., of the Church <br />of the Living Word. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the minutes of December 29 and 31, 1986, and January 5, <br />1987, were approved as written. <br /> At 7:00 P.M., Chairman Lentz stated that the public hearing for the <br />proposed Zoning Atlas and Text amendments would be held at this time. <br /> Mr. Ronald M. Page, Vice-Chairman of the Cabarrus County Planning <br />Board, presented each of the proposed Zoning Atlas amendments as recommended <br />by the Planning Board. Mr. Phillip Kingsland, member of the County Planning <br />staff, reviewed the location of the areas proposed for rezoning. Public <br />input was received prior to action by the Board. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Petition 86-37. Cabarrus Homes, Inc., off Cannon Boulevard, <br />township 4, Map/PIN 5622(13)-14-0470, 0598, 1368, 2431. Wishes to <br />rezone from RMF-6 to C-3. The Planning Board unanimously voted to <br />recommend approval. <br /> <br /> Mr. Raiford Troutman, owner of the property requested for rezoning, <br />spoke in favor of the rezoning. <br />There was no one present to speak against the proposed rezoning. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Petition 86-37 by Cabarrus Homes, <br />Inc., to rezone property off Cannon Boulevard, Map/PIN 5622(13)-14-0470, <br />0598, 1368, 2431, from RMF-6 to C-3. <br /> Commissioner Hamby arrived and was present for the remainder of the <br />meeting. <br /> <br />(2) <br /> <br />Petition 86-38. Carl Fisher, off South Main Street, township 4, <br />Map/PIN 5612(07)-69-7145. Wishes to rezone from R-9 to C-3. The <br />Planning Board unanimously voted to recommend denial of this petition <br />as submitted. However, the Planning Board did recommend that only the <br />front portion of the property fronting on South Main Street be rezoned <br />to C-3 and the portion of property fronting on Crescent Street to <br />remain R-9. <br /> <br /> Mr. Gerald Moore, owner of the property requested for rezoning, stated <br />he was in agreement to rezone only the front portion of the property to C-3 <br />and to leave the back portion of the property fronting Crescent Street zoned <br />R-9. <br /> There was no one present to speak against the proposed rezoning. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the rezoning of that portion of <br />Map/PIN 5612(07)-69-7145 measuring 150 feet x 175 feet and fronting South <br />Main Street from R-9 to C-3 with the rear of the property fronting Crescent <br />Street remaining R-9. <br /> <br />(3) <br /> <br />Petition 86-39. James Daily, off Pless Road, township 6, Map/PIN <br />5653-48-1194. Wishes to rezone from I-1 to A-2. The Planning Board <br />unanimously voted to recommend approval of this petition, and also <br />recommend that the entire tract be advertised to return to the A-2 <br />zone. <br /> <br /> It was noted that the petitioner had requested that approximately 7.2 <br />acres of the ll.3-acre tract of land be rezoned from I-1 to A-2. <br /> There was no one present to speak either for or against the proposed <br />rezoning. <br /> <br /> <br />
