46 <br /> <br />the premises for each use. Parking areas shall be paved with <br />dust-free, all-weather surface, and shall be properly drained and <br />landscaped. Loading areas for supplies and services shall be <br />sufficient to meet the requirements of each use. Parking and <br />loading areas shall not be placed within any required yard and <br />shall be screened and landscaped from adjoining property. <br /> <br />(9) Storage. <br /> <br />Outside storage of any materials, supplies or products shall be <br />located and properly screened so as not to be visible from any <br />property line. <br /> <br />(10) Performance standards. <br /> <br />Noise. Objectionable noise shall be muffled or eliminated so <br />as not to become a nuisance to adjacent uses. <br /> <br />o <br /> <br />Smoke Emission. Every use shall be so operated as to prevent <br />the emission of smoke, dust, and dirt, etc., from any source <br />whatsoever, to standards no greater than permitted by the <br />North Carolina Department of Natural Resources and Community <br />Development standards of air pollution for industrial uses. <br /> <br />Dust and Dirt. Every use shall be so operated as to prevent <br />the emission in the air of dust or other solid matter which <br />may cause damage to property, discomfort to persons or animals <br />beyond the lot line of the property on which the use is <br />located. <br /> <br />Industrial Sewage and Waste. Every use shall be so separated <br />to prevent the discharge into any waterway, lake, or the <br />ground. Any waste which will be dangerous or a nuisance to <br />persons or animals, or which will damage plants or crops, or <br />any public water supply at or beyond the lot lines of the <br />property on which the use is located. The Board of Commis- <br />sioners must receive a letter of approval (from the Department <br />of Natural Resources and Community Development Division of <br />Water Quality Control) as to the method of treating and/or <br />disposing of any industrial wastewater. The Cabarrus County <br />Health Department must approve non-industrial wastewater <br />treatment facilities up to three thousand (3,000) gallons per <br />day. <br /> <br />Odors. Every use shall be so operated as to prevent the <br />emissions of objectionable or offensive odors in such concen- <br />trations as to be readily perceptible at any point at or <br />beyond the lot line of the property on which the use is <br />located. <br /> <br />Glare. Every use shall be so operated as to prevent glare of <br />such intensity as to be readily perceptible from a residential <br />district. <br /> <br />(3) <br /> <br />Petition 87-01. Lelia S. Wishes to rezone from R-9 to C-2. <br />The Planning Board voted unanimously to recommend approval. <br /> <br /> There was no one present to speak either for or against the rezoning <br />request. <br /> Mr. Owens reported that the attorney representing the petitioner has <br />asked that Petition 87-01 be tabled as he was unable to attend the meeting <br />due to the inclement weather. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin with <br />Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners <br />Moss and Hamby voting against, the Board approved Petition 87-01 by the Lelia <br />S. Glass Estate to rezone property off South Main Street, Map/PIN <br />5613(15)-53-7648, from R-9 to C-2. <br /> <br /> <br />
