66 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the County Courthouse in Concord, North Carolina, on Wednesday, <br />March 18, 1987, at 5:00 P.M. to consider proposals for the water bond <br />referendum from consultants. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> R. Giles Moss <br /> Absent - Commissioner: Martha H. Melvin <br /> The Board reviewed the proposals received from Independent Opinion <br />Research and Communications, Inc., and Green, Smith & Crockett, Inc., for <br />services for the May 19 Water Impoundment Bond Issue Referendum. A summary of <br />the proposals is as follows: <br /> <br />Independent Opinion Research and Communications, Inc. <br /> <br />Phase I <br />1. Information Gathering: Public Opinion Telephone Poll <br />2. Information Distribution: County Brochure <br /> <br />$6,750.00 <br />$3,268.00 <br /> <br />Phase II: "Citizens for Water" Private Sector Bond Campaign <br />Get Out the Vote Campaign: $7,200.00 <br /> <br />Green, Smith & Crockett~ Inc. <br /> <br />Phase I - Educational Campaign by Office of Cabarrus County Commissioners <br />A. Voter Analysis Survey: $3,600.00 <br />B. Fact Sheet/Mailer: $3,000.00 <br /> <br />Phase II - Fee for Developing a Winning Strategy for the Water Issue: <br /> $3,250.00 <br /> <br /> Mr. Branson Jones, Executive Vice-President of the Greater Cabarrus <br />County Economic Development Corporation, Inc., endorsed the firm of Green, <br />Smith & Crockett, Inc. He assured the Board that both the Concord/Cabarrus <br />County Chamber of Commerce and the Kannapolis Chamber of Commerce will be <br />actively involved in the bond campaign. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne and Hamby and Chairman Lentz voting for and Commissioner <br />Moss voting against, the Board authorized the execution of the following <br />contract with Independent Opinion Research and Communications, Inc. <br /> <br />AGREEMENT BETWEEN INDEPENDENT OPINION RESEARCH & COMMUNICATIONS, INC. <br /> AND CABARRUS COUNTY, NC <br /> <br />This agreement made and entered into this day of March, 1987, by and <br />between Independent Opinion Research & Communications, Inc., located at 530 <br />Causeway Drive, Wrightsville Beach, NC, herein referred to as Contracting <br />Agency, and Cabarrus County, represented by Charles McGinnis, Manager, herein <br />referred to as client, do hereby agree to enter into a binding agreement for <br />the purpose of conducting a telephone survey within Cabarrus County, NC. The <br />sample size of the survey will be 500 completed interviews of registered <br />voters of the county. <br /> <br />The Client shall provide: <br /> 1. Assistance to the Contracting Agency in locating the site of the <br />phone bank and materials necessary to draw the sample. <br /> 2. Review and approval of the questionnaire to be used in the survey. <br /> <br />The Contracting Agency shall provide the following: <br /> 1. Questionnaire preparation, pretesting, and printing. <br /> 2. Recruitment of interviewers. <br /> 3. Drawing of the sample. <br /> 4. Supervision of interviewers and the survey process. <br /> 5. Coding, computer programming, and analysis of the results to be <br />placed in a final report. <br /> 6. Oral and written presentations of the report. <br /> <br />Payment <br /> The client shall make payment to the Contracting Agency in the following <br />schedule: <br /> <br /> <br />
