68 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />March 23, 1987, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Mr. Frank Liske. <br />UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of March 2, 1987, were approved as written. <br /> At 7:00 P.M., Chairman Lentz stated that the public hearing for the <br />proposed Zoning Atlas and Text amendments would be held at this time. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, pre- <br />sented each of the proposed Zoning Atlas and Text amendments as recommended by <br />the Planning Board. Mr. Phillip Kingsland, member of the Cabarru$ County <br />Planning staff, reviewed the location of the areas proposed for rezoning. <br />Public input was received prior to action by the Board. <br /> <br />ZONING ATLAS AMENDMENTS <br />(1) Petition 87-02. Larry E. Morris, off Highway 29, township 2, Map/PIN <br /> 5509-55-2614. Wishes to rezone from A-I to C-3. Planning Board voted 3 <br /> to 1 to recommend denial. <br /> <br /> Mr. James F. Owens, Planning Director, reported that Mr. Morris had not <br />met with him regarding the possibility of a planned unit development for the <br />property as requested by the Board on February 16, 1987. <br />There was no one present to speak for or against the rezoning petition. <br />UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board tabled Petition 87-02 to give Mr. James F. <br />Owens, Planning Director, one more chance to get in touch with Mr. Larry <br />Morris to see if this matter can be worked out. <br /> <br /><2) <br /> <br />Petition 87-05. Charlotte Area Manufactured Housing, Inc., off Crisco <br />Road, township 2, Map/PIN 5601-12-4900, 21-1660. Wishes to rezone from <br />R-40 to I-1. Planning Board voted unanimously to recommend denial. <br /> <br />The Board received the following amendment to the rezoning petition: <br /> <br />AMENDMENT TO REZONING PETITION <br /> <br /> Charlotte Area Manufactured Housing, Inc., hereby amends its <br />rezoning petition to remove from said petition the 2.9608-acre tract, <br />PIN No. 5601-12-4900, and hereby requests that the remaining property be <br />rezoned as set forth in said petition. <br /> Respectfully submitted, <br /> Charlotte Area Manufactured <br /> Housing, Inc. <br /> By: ./s/ John R. Boger, Jr., Attorney, spoke in support of the rezoning to <br />accommodate advertising signs on the property. <br /> There was no one present to speak against the proposed rezoning. <br /> The motion by Commissioner Melvin and seconded by Commissioner Payne to <br />deny Petition 87-05 by Charlotte Area Manufactured Housing, Inc., failed with <br />Commissioners Melvin and Payne voting for and Commissioners Hamby and Moss and <br />Chairman Lentz voting against. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby and Moss and Chairman Lentz voting for and Commissioners <br />Payne and Melvin voting against, the Board approved Petition 87-05 by <br />Charlotte Area Manufactured Housing, Inc., to rezone property off Crisco Road, <br />Map/PIN 5601-21-1660, from R-40 to I-1. The 2.9608-acre tract located west of <br />1-85, Map/PIN 5601-12-4900, remained zoned R-40 in accordance with the <br />Amendment to Rezoning Petition submitted by Mr. John R. Boger, Jr., Attorney <br />for the petitioner. <br /> <br />(3) <br /> <br />Petition 87-06. Robert Shinn, off Highway 200, township 9, Map/PIN <br />5567-42-1218, 3351. Wishes to rezone from A-2 to C-2. Planning Board <br />voted unanimously to recommend approval. <br /> <br /> <br />
