Will be disbursed to Applied <br /> Management Systems for conversion of computer programs. <br /> <br /> Mr. Ron Bostian, Executive Vice President of Rowan Technical College, <br />requested an additional $10,000.00 allocation for the continued operation of <br />the Corban and Carver Centers this fiscal year. According to Mr. Bostian, the <br />College is having difficulty in operating both Centers on the current <br />allocation of $53,158.00 due to the costs of janitors, security guards, <br />heating, power, insurance, telephone, supplies, and miscellaneous repairs. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for and <br />Commissioner Payne voting against, the Board appropriated an additional <br />$10,000.00 to Rowan Technical College for Fiscal Year 1986-87. <br /> The Board received the following petition: <br /> <br />TO: Board of Commissioners of Cabarrus County <br /> We, the undersigned petitioners, being at least 35% of the resident <br />freeholders living within the area described and attached hereto, and <br />made a part hereof by reference, which area lies outside the corporate <br />limits of any city or town and is known as Gold Hill Fire District, <br />pursuant to the North Carolina General Statutes, Chapter 69, Article 3A, <br />do hereby petition the Board of County Commissioners of Cabarrus County <br />to authorize an election to be held within the described Gold Hill Fire <br />District, and to levy and collect a special tax on all taxable property <br />in the above described district not exceeding fifteen cents (15¢) per <br />hundred (100) valuation of the taxable property, all for the purpose of <br />providing fire protection within the fire district. <br /> That an election on the question of tax rates for the fire district <br />has not been held before. <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board referred the Gold Hill Fire District petition <br />to the Cabarrus County Board of Elections for verification of the percentage <br />of signatures to determine whether or not there are sufficient signatures <br />pursuant to General Statutes, Chapter 69, Article 3A, to call for an election. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reviewed the request for <br />the expansion of all Cabarrus County fire tax districts to coincide with the <br />five-mile districts approved by the Insurance Services Office as submitted to <br />the Board by Mr. B. H. Mabrey, Sr., Emergency Services Director, on January 5, <br />1987. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved to request the County's legislative <br />delegation to introduce and support legislation in the General Assembly to <br />conform the boundaries of the respective fire tax districts throughout the <br />county to the recently identified and established rural fire protection <br />insurance service areas which is a five-mile perimeter. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Ms. Katie L. Foster to the Nursing <br />Home Community Advisory Committee for a term of one year to fill the position <br />previously held by Ms. Irene McCree who did not wish to be reappointed to the <br />Committee. The term of appointment expires on December 31, 1987. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board removed from the table the appointment of <br />members to the Zoning Board of Adjustment. <br /> <br /> <br />
