88 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />April 13, 1987, at 5:30 P.M. for the purpose of receiving the consultant's <br />report on data collection and survey results for the bond referendum. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Ms. Karen Gottovi and Ms. Dee Dee Bromeier of Independent Opinion Research <br />& Communications, Inc., presented An Opinion Survey of Voters in Cabarrus <br />County, North Carolina outlining the results of a telephone survey of 511 <br />randomly selected registered voters in Cabarrus County on March 30 to April 1, <br />1987. This survey included questions regarding such items as the most impor- <br />tant problem facing Cabarrus County, evaluation of County services, the rate of <br />growth in Cabarrus County, and the support of or opposition to the $14.5 <br />million bond referendum for the Coddle Creek Reservoir. The most important <br />problems facing Cabarrus County as indicated by the survey results included <br />water and sewer issues, roads/highways, water supply, and schools. In <br />reviewing the survey results, Ms. Bromeier reported that 65.4 percent of those <br />interviewed indicated they would vote for the bond referendum, 16.4 percent <br />would vote against, and 18.2 percent were not sure. However, she further <br />reported the following responses were received after the registered voters were <br />informed that the passage of the bond referendum could cause a tax rate <br />increase of five cents (5¢): 56.0 percent for the referendum, 29.9 against the <br />referendum, and 14.1 percent not sure about the referendum. <br /> The Board discussed the possibility of contracting with Independent <br />Opinion Research & Communications, Inc., for the preparation of a fact sheet <br />regarding the May 19th bond referendum. After review of the matter, members of <br />the Board indicated that the fact sheet could be prepared by County staff. <br />The Board will further discuss the methods for publicizing the bond referendum <br />at the meeting on April 21, 1987. <br /> Board members agreed to discuss the sale of the small triangle of property <br />located on McCachern Boulevard by negotiated bid as authorized by the Board on <br />March 23, 1987. Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that <br />the proposed sale had been advertised in The Concord Tribune on March 30, 1987, <br />and that no upset bid had been received. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board authorized the Chairman to sign for the sale of the <br />property as advertised to John M. Barnhardt for the sum of $2,085.00 plus <br />publication costs of $35.20. The description of the property authorized for <br />sale is as follows. <br /> <br />Lying and being in Ward Number Three (3) of the City of Concord, North <br />Carolina, on the East side of McCachern Boulevard, adjoining White & <br />Morris, John Barnhardt and Cabarrus County, and being more particularly <br />described as follows: <br /> <br />BEGINNING at an iron located on the western edge of McCachern Boulevard, a <br />corner of Barnhardt; thence with Barnhardt's line, S. 47-28-28 W., 154.46 <br />feet to an iron, a corner of Cabarrus County in the line of White & <br />Morris; thence with White & Morris, N. 40-10-60 W., 9.0 feet ± to a point, <br />a new corner of Cabarrus County in the line of White & Morris; thence with <br />Cabarrus County, N. 54-48-51E., 154.354 feet to the point of BEGINNING <br />containing 0.0159 acres (695 square feet), more or less, by computation. <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
