113 <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board by acclamation appointed Ms. Margaret H. Humann <br />to the Domiciliary Home Community Advisory Committee for a term ending Decem- <br />ber 21, 1987. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to go into Executive Session to discuss a <br />personnel matter. <br /> UPON MOTION of Commissioner Melvin, seconded by Com~nissioner Payne and <br />unanimously carried, the Executive Session was terminated. <br /> Chairman Lentz reported that the Board had discussed a personnel matter <br />and that no action was taken. <br /> Mr. B. H. Mabrey, Sr., Emergency Services Director, reviewed the First <br />Responder Program proposal and stated the requested changes regarding liability <br />insurance and the use of County funds had been made to Section 13 of 'the <br />proposed ordinance. He again recommended that the first responders be dis- <br />patched on the fire frequency with any additional communication between the <br />first responders and the Ambulance Service on another frequency. <br /> Mr. Ed Phillips, President of the Cabarrus County Fire Chief's <br />Association, opposed the use of the fire frequency for the 'First Responders <br />Program. He reported that at a called meeting of the Fire Chiefs' Association <br />15 members voted in favor of the fire frequency and 14 members voted against <br />the fire frequency. In conclusion, Mr. Phillips stated the fire frequency <br />belonged to the Firemen's Association and could not be used for the First <br />Responder Program. <br /> Mr. Jim Allison of the Pitts Volunteer Fire Department stated he was in <br />favor of dispatching the first responders on the fire frequency since the fire <br />departments already had the necessary radio equipment. <br /> Mr. Allen Burnette, Chief of the Midland Volunteer Fire Department, <br />supported the use of the fire frequency for the First Responder Program. He <br />also stated that the chiefs of two other departments, Flowes Store and <br />Georgeville, had signed ballots in favor of the fire frequency since the called <br />meeting of the Fire Chiefs' Association. <br /> Mr. Ted Joyner, President of the County Firemen's Association, reported <br />that the Association had informed Mr. Mabrey by letter on July 11, 1986, that <br />the Board of Directors had voted against the use of the fire frequency for <br />dispatching first responders. <br /> Mr. Todd Harley, former employee of the County Ambulance Service, spoke in <br />support of the First Responders Program'and the use of the fire frequency for <br />dispatch. <br /> Motion was made by Commissioner Payne and seconded by Chairman Lentz, with <br />Commissioner Payne and Chairman Lentz voting for and Commissioners Melvin and <br />Moss voting against, to adopt the First Responder Program as presented in the <br />agenda. Chairman Lentz stated that the matter would be considered at a later <br />date. <br /> The following items on the agenda were postponed: Ambulance Transport <br />Service Fee, Sanitary Landfill Tipping Fee, Water Rates, and Building <br />Inspection Fees. <br /> Chairman Lentz scheduled a budget review session for 7:00 P.M. on Tuesday, <br />May 26, 1987. <br /> Mr. Charles D. McGinnis, County Manager, reported that the City/County <br />Liaison Committee meeting scheduled for May 20, 1987, had been cancelled. He <br />further stated that the Committee would meet at 7:30 P.M. on Tuesday, May 19, <br />1987, in the Conference Room at the Recreation Department to watch the water <br />bond referendum election returns. <br /> There being no further business to come before the Board, Chairman Lentz <br />recessed the meeting until 4:00 P.M. on Wednesday, May 20, 1987. <br /> <br />Clerk to the Board <br /> <br /> <br />
