128 <br /> <br />light metals, glass, and newspapers be added to the recycling program and <br />that all vehicles currently permitted to enter the landfill at no charge <br />(pick-up trucks or smaller) be required to bring at least one garbage bag <br />of recyclable materials to continue to enter at no charge. It is further <br />recommended that the Board of Health and Board of Commissioners establish <br />a mandatory recycling program for household and commercial solid waste to <br />be determined. Support for these recommendations is found in communities <br />with recycling programs that have extended landfill capacity from ten to <br />twenty-five percent. <br /> <br /><8) <br /> <br />The Board of Health and Board of Commissioners should continue to pursue <br />incineration of solid waste for the recovery of energy. Ail new industries <br />locating in Cabarrus County should be contacted to determine the potential <br />interest in the purchase of steam or electricity from such a plant. In <br />addition, the Board of Commissioners should provide for an update of the <br />existing resource recovery study no later than FY 1991-92. <br /> <br /> The substitute motion by Commissioner Hamby to set the tipping fee for <br />fiscal year 1987-88 at $1.00 per cubic yard failed for lack of second. <br /> The Board reviewed the proposed 1987-88 Cabarrus County Budget beginning <br />with the proposed budget for the Board of Commissioners and continuing through <br />the Non-Departmental r~quests. <br /> In reviewing the proposed budget for the Board of Commissioners, Mr. <br />Charles D. McGinnis, County Manager, recommended that the base pay for commis- <br />sioners be adjusted to ten percent above the current base pay for meetings and <br />that there be a $50.00 differential in the travel allowance for the Chairman <br />of the Board. No action was taken by the Board in this matter. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board granted a $1,500.00 per year salary increase to <br />the closest grade/step on the County's pay plan for Ms. Ruby F. Little, <br />Supervisor of Board of Elections, and authorized Mr. Charles D. McGinnis, <br />County Manager, to make the determination as to the grade/step on the pay plan <br />with Ms. Little's salary not to exceed $19,900.00. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board increased the perdi~m payments for the members of <br />all paid boards and commissions to $40.00 per meeting and increased the <br />payment for the Chairmen of all paid boards and commissions to $50.00 per <br />meeting. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board approved a salary increase for County employees of <br />three percent (3%) and an increase of two percent (2%) for the new <br />401K Retirement Plan. <br /> There being no further business to come before the Board, the meeting was <br />adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
