Communication Procedures <br /> <br />1 hr. <br />2 hrs. <br />2 hrs. <br />2 hrs. <br />1 hr. <br />1 hr. <br />2 hrs. <br /> <br />TOTAL HOURS <br /> <br />40-44 HRS. <br /> <br />SECTION 13: Insurance and Financing for the First Responder Program <br /> <br />Sponsor fire department (First Responder Agency) shall secure and maintain <br />insurance for all activities conducted pursuant to this program in a minimum <br />liability/indemnity amount satisfactory to County and shall hold County <br />harmless from any and all liability, damages or claims, including attorney's <br />fees, that might be asserted or suffered by County as a result of any act or <br />omission of any of such respective department's officers, employees, agents or <br />representatives arising out of services performed pursuant to this program. <br />In this regard, on its certificate of insurance provided to the Emergency <br />Services Department, a sponsoring fire department shall indicate that its <br />first responders are covered and that Cabarrus County bears no responsibility <br />for the actions of the respective sponsoring department. <br /> <br />Financing for the First Responder Program shall arise solely from funds <br />received by the sponsoring fire department derived from taxes upon propertyin <br />its respective rural fire protection district, i.e. no funds, if any, provided <br />to the sponsoring department by Cabarrus County other than the proceeds of the <br />respective rural fire protection district tax shall be used to support this <br />program. <br /> <br />SECTION 14: Charges <br /> <br />There will be no charge for services of a Cabarrus County first responder <br />agency or for individuals acting as a first responder. Donations may be <br />accepted. <br /> <br />SECTION 15: The Cabarrus County EMS Advisory Board <br /> <br />1. The Advisory Board will consist of the following members: <br /> <br />A. President or Vice-President of the Cabarrus County Firemen's <br /> Association. <br />B. Fire Chief or.designee of each approved first responder agency. <br /> Advisory Physician and/or emergency department nurse. <br />D. Director or designee of Cabarrus County Emergency Services. <br />E. A representative of each Cabarrus County rescue squad. <br />F. A representative of the Cabarrus County Board of Commissioners <br /> if they desire. <br />G. Two community at-large members. <br />H. President of the Fire Chiefs' Association. <br />I. Sheriff of Cabarrus County or his designee. <br /> <br />SECTION 16: Operational Standards for the Cabarrus County EMS Advisory <br /> Board <br /> <br />1. The board will meet quarterly. <br /> <br />2. The board will address grievances as described in Section 10. <br /> <br />3. The board will make necessary changes in the first responder <br /> program. <br /> <br />4. The board will provide audit and review for the first responder <br /> program. <br /> <br />5. The board will review and approve or disapprove all applications <br /> for certificates. <br /> <br /> <br />
