130 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the Kannapolis City Schools to <br />purchase 0.5459 acres of land from Atlantic American Properties for $4,500.00 <br />plus legal fees as requested by Dr. Grier A. Bradshaw. <br /> Ms. Betsy Carpenter of the Animal Protection Association requested that <br />the Board appoint a cormmittee to study the licensing of dogs in Cabarrus <br />County. Commissioner Melvin recommended that the Board consider.licensing of <br />dogs in order to allow greater control of animals and to obtain monies for a <br />better ratio between income and expenditures for the Animal Shelter. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board asked Commissioner Melvin to appoint four persons to <br />work with her in studying the licensing of dogs. The Board also appointed <br />Commissioner Hamby to work with this committee and instructed that the <br />committee include in its study the impact that licensing of dogs would have on <br />such offices as the Tax Department. <br /> The bids received on May 15, 1987, for the rectification and preparation <br />of County Tax Maps for a Geographic Information System were as follows: <br /> <br />Woolpert Consultants $472,500.00 <br />A.T. & T. $292,500.00 <br />L. Robert Kimball & Associates $255,000.00 <br />Landmark Engineering $218,250.00 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board awarded the contract for the rectification and <br />preparation of County Tax Maps for.a Geographic Information System to the low <br />bidder, Landmark Engineering, in the amount of $218,250.00. <br /> The Board reviewed the letter from Mr. James F. Owens, Planning Director, <br />recommending an increase in the sale of the Zoning Ordinance from $3.00 to <br />$15.00 and an increase for the Subdivision Regulations from $2.00 to $5.00. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following fees: <br /> <br />Zoning Ordinance $10.00 <br />Subdivision Regulations $ 5.00 <br /> <br /> The Board received the letter from Mr. Robert B. Conroy, Jr., Vice <br />President of Cabarrus Memorial Hospital, regarding the Hospital's plans to <br />build a two-floor addition to accommodate both a cancer treatment center and <br />the Ambulatory Services Unit. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and unani- <br />mously carried, the Board endorsed the proposal by the Cabarrus Memorial <br />Hospital for the construction of a two-floor addition to house the cancer <br />treatment center and the Ambulatory Services Unit. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board accepted the Older Americans Act Title III <br />Grant Funds for 1987-88. This grant will provide Title III funding for <br />transportation services, congregate nutrition services, chore services, and <br />health screening services. <br /> The Board of Commissioners received from the Cabarrus County Board of <br />Elections a certified copy of the proceedings of said Board of Elections taken <br />on May 21, 1987, evidencing said Board's determination of the result of the <br />canvass of the returns of the special bond referendum held in the County of <br />Cabarrus on May 19, 1987 upon the question of approving $14,500,000 Water <br />Bonds of said County. <br /> After said proceedings had been considered and reviewed by the Board of <br />Commissioners, Commissioner Hamby introduced the following resolution which <br />was read: <br /> <br />RESOLUTION DECLARING THE RESULT OF THE SPECIAL BOND <br />REFERENDUM HELD IN THE COUNTY OF CABARRUS ON <br />MAY 19, 1987 UPON THE QUESTION OF APPROVING AN <br />ORDER AUTHORIZING $14,500,000 WATER BONDS <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br /> <br /> Section 1. The Board of Commissioners for the County of Cabarrus, having <br />received from the Cabarrus County Board of Elections a certified copy of the <br />proceedings of said Board of Elections taken on May 21, 1987, evidencing said <br /> <br /> <br />
