162 <br /> <br />Causeway Drive, Wrightsville Beach, N.C., herein referred to as Agency, and <br />Cabarrus County, N.C. herein referred to as client, do hereby agree to the <br />following terms for the purpose of consultation and brochure development: <br /> <br />Client Shall: <br /> <br />Survey: <br />a. Provide a phone bank of 18 20 telephones and materials necessary <br />to draw the sample. <br />b. Review and approval of the questionnaire to be used in the survey. <br />Brochure: <br />a. Provide any and all information and materials requested and <br />available as to the particulars of the proposed bond issues to be <br />covered in the brochure. <br />b. Provide necessary drawings and/or sufficient information for the <br />design of such drawings for inclusion in the brochure. <br />c. Design preferences if desired and final approval of all camera <br />ready work for the brochure. <br />d. Printing and distribution of the brochure. <br /> <br />Contracting Agency Shall Provide: <br /> <br />1. Survey: <br /> <br />4. <br />5. <br />6. <br /> <br />Questionnaire preparation, pretesting, and printing. <br />Recruitment of interviewers. <br />Drawing the random sample of 500 registered voters.. <br />Supervision of the interviewers and the survey process. <br />Coding, computer programming, and analysis of the results. <br />Oral and written presentations of the report. <br /> <br />Cost of the survey will be $6,500.00 <br /> <br />0 <br /> <br />Brochure: <br />a. Design work and copy for a three fold brochure containing <br />information to the community on the proposed bond referendum. <br />b. Any necessary camera ready art work as may be needed for the <br />brochure. <br /> <br />The cost of brochure preparation will be $55/hour plus travel expenses of 21 <br />cents per mile, actual lodging and subsistence cost of $25.00 per day. Above <br />costs will not exceed $1000.00. <br /> <br />PAYMENT: <br />Payments shall be made on a monthly basis for brochure preparation services. <br />Invoices shall be submitted in accordance with the county's payment schedule. <br /> <br />Payment for the survey shall be invoiced and due at the rate of one half upon <br />beginning the questionnaire preparation, and one half upon delivery of the <br />survey report. <br /> <br />Ail attachments, if any, shall be considered as conditions of this Agreement. <br />Any and all amendments shall be in writing and added as attachments only with <br />the approval of both parties. <br /> <br />With the following signatures this document shall be considered by the client <br />and the agency to be legally binding. <br /> <br />/s/ James W. Gottovi <br /> <br />Representing: IOR&C <br /> <br />Date August 3~ 1987 <br /> <br /> Commissioner Payne stated that a public meeting would be held in early <br />September to review the proposed sewer facilities. <br /> Chairman Lentz asked for an update on fraud work by the Department of <br />Social Services. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />with the County Attorney land acquisition and prospective litigation. The <br />Board asked that Mr. Paul Watson, Engineer with HDR Infrastructure, Inc., and <br />Mr. Walter Odell, County Engineer, meet with the Board during the Executive <br />Session. <br /> <br /> <br />
