171 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />September 8, 1987, at 9:30 A.M. The meeting had been rescheduled from <br />Monday, September 7, 1987, due to the Labor Day holiday. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Reverend Roy H. Lockridge, Jr., of the <br />Midway United Methodist Church. <br /> Mr. Charles D. McGinnis, County Manager, reported that the minutes of <br />August 17, 1987, should be changed to show the Map/PIN number for property <br />rezoned under Petition 87-07 as 5554-68-4418 instead of 5544-68-4418. He <br />stated that the error in the Map/PIN number had been transmitted from the <br />Planning Department. The Board approved the recommended correction to the <br />minutes. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the minutes of August 17, 1987, as <br />corrected and the minutes of August 31, 1987, as written. <br /> Mr. J. Ray Flowers of Stallings Road in Harrisburg requested that the <br />Board write a letter to Mr. Thomas Thrower of the North Carolina Department <br />of Transportation asking that the present 35 miles per hour speed zone on <br />Stallings Road be expanded for approximately one mile in the direction of <br />Harrisburg. He stated that a large number of wrecks had occurred on this <br />section of the road. During review of Mr. Flowers' request, the Board <br />discussed the speeding problem on Stallings road and recent efforts by the <br />North Carolina Highway Patrol to work the area. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved to write a letter to Mr. Thomas Thrower <br />of the North Carolina Department of Transportation asking for a speed limit <br />zone on Stallings Road of 35 miles per hour beginning at the existing <br />35 miles per hour zone and running back towards Harrisburg for one mile. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board reappointed Ms. Barbara Brown to the Jury <br />Commission for a two-year term ending September 31, 1989. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board by resolution declared all the disk packs for <br />the Honeywell computer system surplus to County needs. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the sale of twelve (12) disk packs <br />for the Honeywell computer system to the City of Rocky Mount for the sum of <br />$120.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board adopted the following schedule of fees for <br />Environmental Health Services effective October 1, 1987. <br /> <br />ENVIRONMENTAL HEALTH FEES <br />EFFECTIVE OCTOBER 1, 1987 <br /> <br />TASK FEE <br /> <br />Site Evaluation - Residential <br />(one site-1 acre or less) <br />Site Evaluation - Non-Residential <br />(one site-1 acre or less) <br />Preliminary Site Evaluation <br /> <br />4.
