Richard Russell, Data Processing Manager, presented the recommen- <br />dation from the GIS Task Force that the County enter into a contract with <br />ESRI, the low bidder, for the mainframe based GIS system for Cabarrus County. <br />Mr. Charles D. McGinnis, County Manager, reviewed the history of the Land <br />Records Management program in Cabarrus County. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board accepted the low bid in the amount of $172,433.00 <br />from ESRI for the mainframe application for the Geographic Information System <br />(GIS) for Cabarrus County. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board accepted Land Records Management Grant No. <br />88-09 in the amount of $10,0000.00 in State matching funds for the ongoing <br />Land Records Management Program in Cabarrus County and authorized the Chairman <br />to sign the North Carolina Department of Natural Resources and Community <br />Development Land Records Management Program State and County Agreement. <br /> Mr. Donald L. McAvoy reported that in checking the records of the Tax <br />Assessor's Office he had found that his office had filed five or six tax <br />listings in this county. He further reported that in rechecking his office <br />records he had determined that the listing for Yorke and Wadsworth had been <br />mailed in a separate envelope to the Tax Assessor's Office. Mr. McAvoy <br />reiterated his request that the Board approve his appeal on the late property <br />tax listing. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board moved to take the motion by Commissioner Payne to <br />deny the appeal by Mr. Donald L. McAvoy off the table. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners <br />Hamby and Moss voting against, the Board denied the appeal by Mr. Donald L. <br />McAvoy on a late listing penalty charged to Yorke and Wadsworth Company. <br /> Ail members of the Board indicated they would participate in the 59th <br />Christmastown Express Parade to be held on Saturday, November 21, 1987, at <br />3:00 P.M. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and unani- <br />mously carried, the Board accepted the report from Mr. Blair D. Bennett, <br />Finance Director, stating that the surplus property auction held on <br />September 26, 1987, grossed $5,085.00 in revenue with expenses of $298.50 paid <br />to Mr. Clyde Propst, auctioneer. <br /> Mr. Paul Watson, engineer with HDR Infrastructure, Inc., presented the <br />following alternatives for financing the proposed sewer projects identified in <br />the December 15, 1987 Sewer Bond Referendum as proposed by Cabarrus County. <br /> <br />INTEREST IMPACT FEE TAP USER TAX RATE <br />RATE (%) INITIAL LATE. This fee along with <br />other policy decisions will be considered further at a later date. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following schedule as its intent to <br />finance the proposed sewer projects identified in the December 15, 1987 sewer <br />bond referendum with 5.5¢ being the maximum tax rate anticipated to be required. <br /> <br /> <br />
