196 The following bids were received on September 1, 1987, for the Geographic Information System (GIS) for Cabarrus County. VENDOR BID BOND CERT. Richard Russell, Data Processing Manager, presented the recommen- dation from the GIS Task Force that the County enter into a contract with ESRI, the low bidder, for the mainframe based GIS system for Cabarrus County. Mr. Charles D. McGinnis, County Manager, reviewed the history of the Land Records Management program in Cabarrus County. UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- mously carried, the Board accepted the low bid in the amount of $172,433.00 from ESRI for the mainframe application for the Geographic Information System (GIS) for Cabarrus County. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board accepted Land Records Management Grant No. 88-09 in the amount of $10,0000.00 in State matching funds for the ongoing Land Records Management Program in Cabarrus County and authorized the Chairman to sign the North Carolina Department of Natural Resources and Community Development Land Records Management Program State and County Agreement. Mr. Donald L. McAvoy reported that in checking the records of the Tax Assessor's Office he had found that his office had filed five or six tax listings in this county. He further reported that in rechecking his office records he had determined that the listing for Yorke and Wadsworth had been mailed in a separate envelope to the Tax Assessor's Office. Mr. McAvoy reiterated his request that the Board approve his appeal on the late property tax listing. UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- mously carried, the Board moved to take the motion by Commissioner Payne to deny the appeal by Mr. Donald L. McAvoy off the table. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners Hamby and Moss voting against, the Board denied the appeal by Mr. Donald L. McAvoy on a late listing penalty charged to Yorke and Wadsworth Company. Ail members of the Board indicated they would participate in the 59th Christmastown Express Parade to be held on Saturday, November 21, 1987, at 3:00 P.M. UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and unani- mously carried, the Board accepted the report from Mr. Blair D. Bennett, Finance Director, stating that the surplus property auction held on September 26, 1987, grossed $5,085.00 in revenue with expenses of $298.50 paid to Mr. Clyde Propst, auctioneer. Mr. Paul Watson, engineer with HDR Infrastructure, Inc., presented the following alternatives for financing the proposed sewer projects identified in the December 15, 1987 Sewer Bond Referendum as proposed by Cabarrus County. This fee along with other policy decisions will be considered further at a later date. UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and unanimously carried, the Board adopted the following schedule as its intent to finance the proposed sewer projects identified in the December 15, 1987 sewer bond referendum with 5.5¢ being the maximum tax rate anticipated to be required.
