215 <br /> <br />That the proposed loop from Kerr Street Extension to Corban Street <br />be deleted from the plan. <br /> <br />That Spring Street be extended from Young Street to Union Street on a <br />new alignment and be added as a major thoroughfare. <br /> <br />That the portion of Main Street extension from Maple Avenue (SR 1798) to <br />Winecoff Avenue (SR 1402) be deleted from the plan. <br /> <br />That Main Street (US 29A) be extended from Maple Avenue (SR 1798) on new <br />location to Central Avenue (SR 1395) and there continuing in a southerly <br />direction to Winecoff Avenue (SR 1402); said extension to be added to <br />the plan as a major thoroughfare. <br /> <br />That the proposed extension of Country Club Road West be further <br />extended to Central Drive (SR 1395) as a major thoroughfare. <br /> <br />That the proposed Country Club Road East to Penninger Road connection be <br />deleted from the plan. <br /> <br />Ye <br /> <br />That the proposed Country Club Road to Earnhardt Road Extension be added <br />to the plan as a major thoroughfare. <br /> <br />That the Earnhardt Road Extension south to Penninger Road, and Earnhardt <br />Road Extension north to Concord Lake Road north be added to the plan as <br />a major thoroughfare. <br /> <br />That the section of Westside Bypass from Universal Street (SR 1609) to <br />US 29 South be deleted from the Kanlacon Thoroughfare Plan. <br /> <br />10. <br /> <br />That the section of Westside Bypass from Universal Street (SR 1625) be <br />extended in a south western direction and crossing NC 73 approximately <br />1.5 miles west of NC 73/I-85 Interchange; thence continuing in a <br />southernly direction in the vicinity of Crisco Road (SR 1430) and <br />interchanging with 1-85; and continuing south in the vicinity of Crisco <br />Road (SR 1430), then with a revised alignment to US 29 south to the <br />present Westside Bypass thoroughfare alignment. <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board reappointed Reverend Joel Cherry and Ms. B311ie <br />Sapp Brown to the Senior Citizens Advisory Council for a three-year term <br />ending November 1, 1990. The Board further directed that the Senior Citizens <br />Advisory Council be asked to submit a recommendation for an appointment to <br />fill the position previously held by Ms. Margaret Willie who was ineligible <br />for reappointment under the terms of the Board's policy for appointments to <br />boards and committees. <br /> The Board received the letter from Mr. Alvie L. Isenhour stating that he <br />was resigning from the Concord Planning and Zoning Commission effective <br />November 30, 1987, since he was moving into the City of Concord. The Board <br />directed that a letter be sent to the City of Concord asking for recommen- <br />dations of appointment to fill the extraterritorial jurisdictional member <br />position on the Concord Planning and Zoning Commission. <br /> Commissioner Moss asked for a status report at the next meeting on the <br />zoning lawsuit against Mr. C. E. Isenhour. <br /> The Board received a Petition to Close a Public Road from the Philan- <br />thropic Society of Saint Vlahernis, the sole property owner abutting a ten <br />foot (10') alley, Main Street and Southside Avenue, between High Avenue <br />(unopened) and Central Avenue (unopened) (the "Roads/Easements") in Midland, <br />No. 10 Township, Cabarrus County, North Carolina, as shown on a survey for <br />Tommy Hartsell dated January 8, 1987, prepared by Harold R. Boles, <br />Residential Land Surveyor. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board set a public hearing for December 21, 1987, at <br />7:00 P.M. or as soon thereafter that the public may be heard regarding the <br />closing of a public road/easement in Midland as requested by the Philan- <br />thropic Society of Saint Vlahernis and described above and authorized the <br />publication of notice of the closing and public hearing. <br /> The Board received the letter from The Honorable Donald F. Helms, Mayor <br />of the Town of Harrisburg, requesting to enter into negotiations with the <br />County Commissioners to purchase water to supplement the Town's water require- <br />ments by tying onto the existing county water line on Roberta Road.
