217 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Thursday, <br />November 5, 1987, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Chairman Lentz read a thank you note received from The Honorable Bernie <br />A. Edwards, Mayor of the City of Concord, for the flowers sent by the Board <br />during his recent illness. <br /> Mr. Douglas M. Zawiskie, AIA, of Kimball Associates, P.A., reviewed the <br />bids for the addition and alterations to the Cabarrus County Jail as <br />presented to the Board on November 2, 1987. <br /> Mr. Charles D. McGinnis, County Manager, reported that three Prison <br />Equipment Work bids had been received after the scheduled bid opening. He <br />stated that the bid form provided to the bidders had listed an incorrect zip <br />code and each of the three late bids had contained the incorrect zip code as <br />part of the address. Mr. McGinnis further stated that although the bids <br />could not be opened administratively the Board could choose to open the bids <br />if they so desired. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to make a finding that all those bids <br />were sent timely and that through our error were not received timely and <br />therefore the Board should proceed with the opening of those bids. <br /> The bids as opened by the Board were as follows. <br /> <br />PRISON EQUIPMENT WORK <br /> <br />COMPANY <br />Electronic Controls Security, Inc. <br />Willo Products Company <br />Jailcraft, Inc. <br /> <br />BID BOND TOTAL BID <br /> No Bid (Inquiry Only) <br />X $1,104,000.00 <br />X $1,178,000.00 <br /> <br /> Sheriff Robert Canaday stressed the need to proceed with the construc- <br />tion of the addition to the jail. In regards to the Board's concern that the <br />project was more than originally planned, he pointed out that it would be <br />almost impossible to cut anything from the construction cost without jeopar- <br />dizing jail facility standards. Sheriff Canaday further pointed out that <br />some of the increase was due to the changes that the State had made during <br />their review of the project. He also noted that the total project cost <br />included such renovations to the existing facility as roof repairs, a radio <br />equipment room, increased lighting, intercom system, smoke evacuation system, <br />and smoke alarms. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss voting for and Commissioner Payne and <br />Chairman Lentz voting against, the Board accepted the low bids as received <br />for the addition and alterations to the Cabarrus County Jail and authorized <br />the architect to return and attempt to negotiate somewhat better prices if <br />that is possible and further authorized the architect to begin negotiations <br />with private companies with regards to the plumbing contract. The Board set a <br />maximum of $3 million for the total jail project cost. Franklin Electric, Inc. <br />PRISON EQUIPMENT WORK <br /> Stewart-Decatur Security Systems, Inc. <br /> <br />$1,452,750.00 <br />$ 182,855.00 <br />$ 185,600.00 <br />$1,037,651.00 <br /> <br /> It was noted that the Board only accepted the low bids for the addition <br />and alterations to the County Jail and made no award of any contracts on this <br />date. <br /> The substitute motion by Chairman Lentz and seconded by Commissioner <br />Payne that all bids be rejected and anticipate reletting the jail project in <br />the spring of 1988 failed with Chairman Lentz and Commissioner Payne voting <br />for and Commissioners Moss, Melvin, and Hamby voting against. <br /> <br /> <br />
