222 <br /> <br />The City and County shall agree that all water usage of Cabarrus County <br />shall be assumed to come entirely from the Coddle Creek Reservoir once <br />said facility is complete and operational. <br /> <br />10. <br /> <br />The City and County shall agree that the City can continue to utilize <br />raw water from Lake Fisher and Lake Concord for as long as such are <br />usable and that the County shall not charge a raw water fee for such. <br /> <br />11. <br /> <br />The City and County shall agree that the water reserved and guaranteed <br />for the City of Concord cannot be sold to any other party without prior <br />approval of the Concord Board of Aldermen specifying among other things <br />the duration of such contract, the amount of water to be sold and all <br />terms including compensation to the City. <br /> <br />12. <br /> <br />The City and County shall agree to develop and adopt a reciprocal <br />agreement for all future water and sewer development relative to all <br />aspects of such systems including but not limited to plans, specifi- <br />cations, materials, line sizes, tap-on fees, etc. This agreement shall <br />serve to establish uniformity of materials and line sizes, etc. to allow <br />planning for future growth and system expansion. <br /> <br />13. <br /> <br />The City and County shall agree to include all the items herein in a <br />contract to be approved and executed by their respective governing <br />board. <br /> <br /> Dr. Hector H. Henry stated that the City would be willing to discuss the <br />sale of the property owned by the City of Concord in addition to the proposed <br />lease as outlined in Item 3. He further stated that the 50 percent of the <br />guaranteed water amount proposed by the City would be 50 percent of the safe <br />daily yield of water from the Coddle Creek Reservoir. <br /> The Board of Commissioners received the proposal from the City of <br />Concord. Concerns expressed by members of the Board included the lack of <br />information regarding water treatment costs and water transportation costs to <br />the filter plant. The Board indicated that the proposal was a beginning <br />point for negotiations but stressed the need for the County to proceed with <br />work on Coddle Creek. Also, the Board stated concern that the current <br />contract between the County and the City for the purchase of water expires in <br />1989. <br /> A motion by Dr. Hector Henry and seconded by Mr. Lamar Barrier was <br />unanimously approved by the Concord Board of Aldermen to allow the County <br />Commissioners' engineering firms, HDR and Law Engineering, to do the pre- <br />liminary work they are doing with soil borings and surveying for the Coddle <br />Creek Reservoir. Members of the Concord Board of Aldermen also indicated a <br />willingness to negotiate a new water purchase contract with Cabarrus County. <br /> The two Boards scheduled a joint meeting for 7:00 P.M. on November 23, <br />1987, at the County Courthouse to continue discussions regarding Coddle <br />Creek. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 10:50 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
