242 <br /> <br /> Mr. Bill Stirewalt, President of the Mount Pleasant Lion's Club, <br />expressed concern regarding ambulance response time to eastern Cabarrus County <br />and stated the need to establish an ambulance station in that area of the <br />county. According to Mr. Stirewalt, there are a number of sites in eastern <br />Cabarrus County that could be donated for the facility and that the community <br />would raise the funds for constructing the building. <br /> Persons speaking in support of the ambulance station in eastern Cabarrus <br />County included Dr. L. Allen Dobson, Jr. and Mr. Tommy K. Earnhardt of the <br />Mount Pleasant Family Physicians, P.A., and Dr. Archie Barringer who practiced <br />medicine in Mount Pleasant from 1937-1983. There were approximately 25 <br />representatives from civic organizations, churches, volunteer fire depart- <br />ments, and school support groups present for the meeting. These represen- <br />tatives included Mr. Scott Barringer, Ms. Kay Scott, Ms. Marie Fisher, Mr. <br />Melvin Sossamon, Mr. Jack Craley, Mr. Arthur Lee Kluttz, Mr. Joe Krall, Mr. Foy <br />Ritchie, Mr. John Suther, Mr. Bobby Cloninger, Mr. Dewey Pressley, Mr. Louis <br />Suther, Mr. Ned Hudson, Mr. Terry Sifford, Mr. Coy Black, Ms. Ruby Hahn, Dr. <br />Patricia Kaldy, Mr. Kevin Strickland, Mr. M. D. Swaringen, Mr. George Foil, <br />Mr. Ernest Fink, Mr. Rick Earnhardt, Mr. Kelly Whitley, and Mr. Junior <br />Pressley. <br /> Chairman Lentz asked Commissioner Melvin to chair a committee to study <br />the need for ambulance stations in outlying areas of Cabarrus County. This <br />committee is to include Commissioner Moss, a representative of the Mount <br />Pleasant Town Council, Mr. Bill Stirewalt, Mr. Tommy K. Earnhardt, Mr. Benny <br />H. Mabrey, Sr., and two representatives from the Midland area. The first <br />meeting of the committee is to be held in January, 1988. <br /> Mr. William F. Pilkington, Health Director, reviewed the revised Ordi- <br />nance Governing the Management of Solid Waste in Cabarrus County, North <br />Carolina to replace the current ordinance which expires December 31, 1987. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board adopted the following revised Ordinance Governing <br />the Management of Solid Waste in Cabarrus County, North Carolina, to be <br />effective January 1, 1988. <br /> <br /> ORDINANCE GOVERNING THE MANAGEMENT OF <br />SOLID WASTE IN CABARRUS COUNTY, NORTH CAROLINA <br /> <br /> The Board of County Commissioners having considered the necessity of the <br />revision and adoption of an ordinance regulating the storage, collection, <br />transportation, use, disposal, management and other disposition of all forms <br />of solid waste in Cabarrus County, North Carolina, and having found that the <br />adoption of such an ordinance is in the best interest of the general health <br />and welfare of the County does hereby adopt the following ordinance pursuant <br />to the authority contained in Articles 6 of Chapter 153A of the General <br />Statutes of North Carolina: <br /> <br />SECTION I - DEFINITIONS <br /> <br />The following definitions shall apply through this ordinance: <br /> <br />"Disposal" the discharge, deposit, injection, dumping, spilling, <br />leaking or placing of any solid waste into or on any land so that the <br />solid waste or any constituent part of the solid waste may enter the <br />environment or be emitted into the air or discharged into any waters <br />including groundwaters. ~ <br />"Garbage" - all putrescible wastes, including animal offal and carcasses, <br />and recognizable industrial by-products, but excluding sewage and human <br />waste. <br />"Hazardous waste" - a solid waste, or combination of solid wastes which <br />because of its quantity, concentration or physical chemical or infectious <br />characteristics may: <br />1. Cause or significantly contribute to an increase in mortality or an <br /> increase in serious irreversible or incapacitating reversible <br /> illness; or <br />2. Pose a substantial present or potential hazard to human health or <br /> the environment when improperly treated, stored, transported, <br /> disposed of or other managed. <br />"Hazardous waste generation" - the act or process of producing hazardous <br />waste. <br />"Hazardous waste management" - the systematic control of the collection, <br />source separation, storage, transportation, processing, treatment, <br />recovery and disposal of hazardous wastes. <br /> <br /> <br />
