265 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />regular session at the County Courthouse in Concord, North Carolina, on <br />Thursday, January 14, 1988, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The Chairman announced that this was the hour and day fixed by the Board <br />of Commissioners for the public hearing upon the order entitled: "ORDER <br />AUTHORIZING $25,000,000 SCHOOL BONDS" and that the Board of Commissioners <br />would immediately hear anyone who might wish to be heard on the question of <br />the validity of said order or the advisability of issuing said bonds. <br /> No one appeared, either in person or by attorney, to be heard on the <br />question of the validity of said order or the advisability of issuing said <br />Bonds and the Clerk to the Board of Commissioners announced that no written <br />statement relating to said question had been received, except Dr. Joseph <br />Fries, Superintendent of Cabarrus County Schools, who appeared in person and <br />stated there were school facility needs and that it was important to proceed <br />with addressing these needs; Mr. Bill Bonny, residing at Mt. Pleasant, who <br />appeared in person and stated in his opinion there was no doubt there were <br />school facility needs but he was concerned about the questions that had been <br />raised on the financing plan for meeting these needs; Mr. Tom Rogers, residing <br />at Concord, who appeared in person and stated that he as a parent supported <br />the schoOl bond issue; and Dr. Grier Bradshaw, Superintendent of the <br />Kannapolis City Schools, who appeared in person and stated support of the bond <br />issue and the facility improvements the funds would provide in the Kannapolis <br />City Schools system. <br /> Ail of the foregoing statements were duly considered by the Board of <br />Commissioners. <br /> Thereupon, upon motion of Commissioner Payne, seconded by Commissioner <br />Moss and carried, the order introduced and passed on first reading on <br />January 4, 1988, entitled: "ORDER AUTHORIZING $25,000,000 SCHOOL BONDS" was <br />read a second time and placed upon its final passage. The vote upon the final <br />passage of said order was: <br /> Ayes: Commissioners Payne, Moss, Hamby, and Melvin and Chairman Lentz <br /> Noes: None <br /> The Chairman then announced that the order entitled: "ORDER AUTHORIZING <br />$25,000,000 SCHOOL BONDS" had been adopted. <br /> The Clerk to the Board of Commissioners was thereupon directed to publish <br />said order, together with the appended statement as required by The Local <br />Government Bond Act, as amended, once in The Concord Tribune and The <br />Daily Independent. <br /> Thereupon Commissioner Hamby introduced the following resolution which <br />was read: <br /> <br />RESOLUTION CALLING A SPECIAL BOND <br /> REFERENDUM <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br />Section 1. A special bond referendum is hereby called to be held between <br />6:30 A.M. and 7:30 P.M., on Tuesday, March 8, 1988, at which there shall be <br />submitted to the qualified voters of Cabarrus County the question stated in <br />the notice of special bond referendum set forth in Section 3 of this <br />resolution. <br /> Section 2. For said referendum, (i) the regular registration books for <br />elections in Cabarrus County shall be used and the registration books, process <br />or records shall be open for the registration of qualified persons and for <br />public inspection in the manner, under the conditions and at the times and <br />places as provided in said notice set forth in Section 3 of this resolution, <br />(ii) the registrars, judges and other officers of elections appointed by the <br />Cabarrus County Board of Elections for the several precincts and voting places <br />in said County shall be the election officers for such precincts and voting <br />places and (iii) the precincts and voting places shall be those fixed by the <br />Cabarrus County Board of Elections as provided in said notice set forth in <br />Section 3 of this resolution, subject to change as provided by law. The <br />Cabarrus County Board of Elections is hereby requested to conduct said <br />referendum and to take all necessary steps to that end in accordance with the <br />provisions of this section. <br /> <br /> <br />
