Mr. McGinnis stated that <br />the problem had arisen when the Board of Elections began to ask for lists to <br />be run for people outside of government and not connected with the elections <br />process. He pointed out the Data Processing Department provides a printed <br />list to the Elections office and the Board of Elections has the authority to <br />direct the Supervisor of Elections to copy that list and make it available to <br />anyone requesting a voter registration list. He noted that the capacity of <br />County's computer to do County jobs would be reduced if the Data Processing <br />Department were required to run a list whenever a request was received from an <br />outside agency. In conclusion, he stated he had no problem with the cost of <br />1½ cents per name for lists run off the computer if this were restricted to <br />only those persons running for election. <br /> Mr. C. Richard Russell, Data Processing Manager, recommended that the <br />County continue to print the voter registration list off the main computer as <br />he stated it would not be feasible to transmit the data via telephone to the <br />Board of Elections office to be printed on a small printer. He further stated <br />that 1½ cents per name would recover the marginal cost for printing the voter <br />registration lists. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- <br />mously carried, the Board moved to make available to all candidates running <br />for political office in this county that they be allowed to purchase the names <br />from our computer section through the Board of Elections for 1½ cents per name <br />and that the minimum charge for any request would be $200.00. <br /> The Board indicated that all other requests for the voter registration <br />lists would be covered by the existing policy charging 5 cents per name for <br />the lists. <br /> Mr. Tommy Hedrick of Davidson Commercial Disposal, Inc., a subsidiary of <br />Waste Management of the Carolinas, requested permission to continue to service <br />21 commercial and industrial accounts in Cabarrus County as permitted by <br />Section X of the Cabarrus County Solid Waste Ordinance effective January 1, <br />1988. It was noted that the company had been grandfathered in under the <br />previous Solid Waste Ordinance. <br /> The Board received the written recommendation from Mr. William F. <br />Pilkington, Health Director, that the Board of Commissioners allow Mr. <br />Hedrick's company to complete its'existing service agreements in Cabarrus <br />County.
