292 <br /> <br /> Mr. F. E. Isenhour, Jr., Zoning Administrator, outlined the difficulties <br />experienced by the Zoning Department and Planning Department in regards to <br />zoning requirements and enforcements within the corporate limits of the City <br />of Kannapolis. He recommended that the Board request the Kannapolis City <br />Council to give the County a set date as to when the County can expect them to <br />enforce all of the land use regulations for the City. <br /> The Honorable Bachman S. Brown, Jr., Mayor of the City of Kannapolis who <br />was present regarding another item on the agenda, reported that the Kannapolis <br />Planning Board was nearing completion of the City's Zoning Ordinance and that <br />the Kannapolis City Council should begin work on the ordinance by mid-April or <br />the first of May. He stated that the City of Kannapolis was working towards a <br />deadline of July 1, 1988, to assume enforcement of the land use regulations <br />for the City of Kannapolis. <br /> Mr. Bachman S. Brown, 3r., Attorney representing the South Concord <br />Sanitary District, presented a Resolution Relating to the Dissolution of the <br />South Concord Sanitary District. He also presented an Affidavit from Ms. <br />Sharon Humberger, Secretary-Treasurer of the District, certifying that there <br />are 135 resident freeholders in the District and an Affidavit from Mr. Guy <br />Moose, Sanitary District Commissioner, stating that the entire District now <br />lies inside the corporate limits of the City of Concord. <br /> Commissioner Hamby introduced the following resolution which was read: <br /> <br />RESOLUTION RELATING TO THE DISSOLUTION <br />OF THE SOUTH CONCORD SANITARY DISTRICT <br /> <br /> BE IT RESOLVED by the Board of Commissioners of the County of Cabarrus: <br /> Section 1. That the Board of Commissioners has determined and does <br />hereby find and declare: <br /> (a) That on this day, February 15, 1988, a petition in the following <br />form was received by the Board of Cox~issioners of the County of Cabarrus: <br /> <br />TO THE BOARD OF COMMISSIONERS FOR CABARRUS COUNTY, NORTH CAROLINA: <br /> <br /> We, the undersigned, being resident freeholders of the South Concord <br />Sanitary District, do respectfully petition the Board of County Commissioners <br />for the County of Cabarrus to take such steps as are necessary to dissolve the <br />South Concord Sanitary District in accordance with the provisions of North <br />Carolina General Statutes Section 130A-73 as amended. <br /> <br /> In support of said dissolution, we respectfully show unto the said Board <br />of Commissioners that all of the territory lying within the South Concord <br />Sanitary District has been annexed by the City of Concord and the water system <br />that was formerly operated by the sanitary district has been replaced by the <br />City of Concord and is no longer in use. <br /> <br /> We further show that the South Concord Sanitary District has no outstand- <br />ing indebtedness. <br /> <br />Respectfully submitted, this the 17th day of August, 1987. <br /> <br /> WITNESS: <br />/s/ Sharon M.
