Chairman Lentz expressed appreciation to Mr. Carlton M.
Devore who served as the agent for Cabarrus County at no charge for the public
auction. He further proposed that the Board present a plaque to Mr. Devore in
appreciation for his service to Cabarrus County.
Mr. Fletcher L. Hartsell, 3r., County Attorney, reported that the seller
wished to put off the actual closing until the end of the 60-day period
specified in the contract. He further reported that in return for the County
using the parking lot located on the property during this interim period the
seller had placed the $69,600.00 deposit in an interest-bearing account.
Reverend Earl Woodall, Executive Director of the Cabarrus Cooperative
Christian Ministry which leases an office in the Morris property, asked that
the Board allow the Ministry to remain in their present location for a period
of 90 days after the end of the 60-day closing period.
The Board discussed possible uses for the property and the status of
those tenants currently leasing space in the Morris property. Mr. Charles D.
McGinnis, County Manager, reported an immediate need for parking and office
space for County departments. After lengthy discussion regarding possible
plans for the property, the Board instructed the County Manager to talk with
the present tenants to learn their intentions and to investigate the condition
of each of the buildings for possible use by the County. The County Manager
was further instructed to report his findings to the Board at the next regular
meeting.
The Board received the request from Mr. Leonard B. Sossamon, Concord City
Manager, for permission for the City of Concord to tie on to the Cabarrus
County sewer line in the vicinity of Highway 73 West. Also, the Board
received a recommended amendment to the Cabarrus County Sewer Ordinance
specifying the sewer service fees for the connections to County owned sewers
by municipalities. The Board took no action on this item on the agenda.
