Mills, III, Attorney representing the Odell Volunteer <br />Fire Department, complained that Cabarrus County had not properly notified <br />the fire department that it had levied a two cents (2¢) tax for the district <br />for the fiscal year beginning July 1, 1987, instead of the requested three <br />and one-half cents (3~¢) tax. He also complained that the Board had adopted <br />a two and one-half cents (2~¢) tax rate for the district on June 8, 1987, and <br />that the County Finance Director had further reduced the tax rate to two <br />cents (2¢) which was adopted by the Board on June 15, 1987. Mr. Mills <br />reported that in order for the fire department to restore the reserves needed <br />for equipment replacement it was requesting a tax rate for 1988-89 in the <br />amount of five cents (5¢) which would include the one and one-half cents <br />(1½¢) cut from the levy for 1987-88. <br /> Commissioner Melvin, fire department liaison, informed Mr. Mills that <br />the budget request for Odell Volunteer Fire Department would be considered in <br />every possible way during the 1988-89 budget review sessions by the Board. <br /> Mr. Branson Jones, Executive Vice President of The Greater Cabarrus <br />County Economic Development Corporation, stated that his Board supported the <br />concept of a Cabarrus Utilities Board and requested that the Board of <br />Commissioners proceed with the appointment of members and formation of the <br />advisory board. <br /> The Board received the following recommendations from the governing <br />boards of the municipalities in Cabarrus County for their representatives on <br />the Cabarrus Utilities Board. <br /> <br />Town of Harrisburg - <br />Town of Mount Pleasant - <br />City of Kannapolis - <br />City of Concord - <br /> <br />Mr. Tim Hagler <br />Mayor Ralph Austin <br />Mayor Pro Tem Harold D. Holbrook <br />No Recommendation Made - Additional <br /> Information Requested <br /> <br /> Commissioner Hamby recommended that Mr. Melvin Rape be appointed from <br />the City of Kannapolis and that Mr. Charles T. Bridges be appointed from the <br />City of Concord. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board established the Cabarrus Utilities Board <br />consisting of nine members as suggested by the resolution adopted'by the <br />Board on November 16, 1987, and that those nine members serve staggered terms <br />of three members each with years designated as years one, two, and three <br />years of service. The Board made the following appointments to the Cabarrus <br />Utilities Board: Mr. Tim Hagler recommended by the governing board of the <br />Town of Harrisburg, Mayor Ralph Austin recommended by the governing board of <br />the Town of Mount Pleasant, Mayor Pro Tem Harold D. Holbrook recommended by <br />the governing board of the City of Kannapolis, Mr. Charles T. Bridges from <br />the City of Concord, and Mr. Melvin Rape from the City of Kannapolis. The <br />advisory board is to become effective May 1, 1988. <br /> <br /> <br />
