33O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />April 18, 1988, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Reverend Marvin Goodnight, Jr., Associate <br />Pastor of the Concord Church of God. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of March 21 and March 29, 1988, were <br />approved as written. <br /> Chairman Lentz opened the public hearing for the proposed Zoning Atlas <br />and Text amendments. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, <br />presented each of the Zoning Atlas and Text amendments as recommended by the <br />Planning board. Mr. Jonathan Marshall, member of the County Planning staff,~ <br />reviewed the location of the areas proposed for rezoning. Public input was <br />received on the proposed amendments prior to action by the Board of <br />Commissioners. <br /> <br />ZONING ATLAS AMENDMENT <br />(1) Petition 88-02. C & A Enterprises, off Republic Drive, Map/PIN <br /> 5601-71-5781. Wishes to rezone form I-1 to C-2. The Planning Board <br /> voted unanimously to deny this petition. <br /> <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board denied Petition 88-02 by C & A Enterprises to <br />rezone property off Republic Drive from I-1 to C-2. <br /> <br />ZONING TEXT AMENDMENT <br />(1) Petition 88-02. Staff Request. <br /> Regulations, Page ll-A. <br /> <br />Subsection 3.2-4, Schedule of Use <br /> <br />Add line item: <br /> <br /> Aluminum Recycling Collection Centers <br />C-2 C-4 <br />P P <br /> <br />Add: Subsection 5.21-10, Aluminum Recycling Collection Center <br /> <br />Aluminum recycling collection centers that operate within Cabarrus <br />County's jurisdiction shall meet the following standards: <br /> a. Collection centers shall purchase only aluminum cans and <br /> aluminum materials. <br /> b. No outside storage of aluminum products will be permitted. <br /> c. The area around the collection center shall be kept in an <br /> orderly and attractive manner. <br /> d. The collection center where located shall not obstruct traffic <br /> visibility in any fashion. <br /> e. An attendant must be on duty during all hours of operation. <br /> <br />The Planning Board voted unanimously to approve this petition. <br /> <br /> Mr. Larry Loving pointed out that the petition had been submitted by Mr. <br />John Stewart of Reynolds Aluminum and was not a staff request. <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board approved Zoning Text Amendment Petition 88-02 <br />as recommended by the Planning Board and as stated above. <br /> <br />(2) <br /> <br />Petition 88-03. 3.11, Staff Request. Thoroughfare Overlay Zone (TOZ) <br />(see attached sheet). Planning Board voted unanimously to approve this <br />petition. <br /> <br /> <br />
