UPON MOTION of Commissioner Payne, seconded by Commissioner Moss and <br />unanimously carried, the Board authorized the Chairman to sign the following <br />contract letter with Arthur Young and Company for the Rocky River Regional <br />Wastewater Treatment Plant audit. <br /> <br />April 8, 1988 <br /> <br />Mr. James W. Lentz <br />Chairman, Board of County Commissioners <br />Cabarrus County <br />Post Office Box 707 <br />Concord, North Carolina 28025 <br /> <br />Dear Mr. Lentz: <br /> <br />We are pleased to be certified public accountants for Cabarrus County, North <br />Carolina (the County) and to perform certain agreed-upon procedures designed <br />to assist you in evaluating the appropriateness of costs billed and charged <br />to the County by the City of Concord, successor to the Board of Light and <br />Water of the City of Concord, in connection with the construction of the <br />Rocky River water and sewer project. <br /> <br />Mr. George Finger will be the coordinating principal responsible for managing <br />the services we perform for you. Mr. Bert Welch will be the colleague <br />partner who will consult with Mr. Finger on significant aspects of the <br />engagement and substitute for him when he is unavailable. <br /> <br />It will be the responsibility of Mr. Finger and Mr. Welch to make sure that <br />your management receives good service. They will, as desirable, call upon <br />other individuals with specialized knowledge and skills, either in this <br />office or elsewhere in the firm. Over the next few weeks a manager and staff <br />will be assigned to your engagement. Mr. Finger will contact you soon to <br />begin planning this work and assist you and your management team in develop- <br />ing the procedures to be performed. The manager and staff wilI soon there- <br />after begin working with your management to perform these agreed-upon <br />procedures. <br /> <br />Unless unusual conditions not now foreseen make it impracticable to do so, we <br />will submit a report to you detailing our findings based upon the performance <br />of procedures agreed upon. <br /> <br />Our fees will be based on hours worked by the various levels of personnel, at <br />rates applicable to each, billed monthly on this basis plus out-of-pocket <br />expenses. <br /> <br />If these arrangements are acceptable to you, please sign one copy of this <br />letter and return it to us. <br /> <br />We very much appreciate the opportunity to act as your independent auditors <br />and would be pleased to furnish any additional information you may request <br />concerning our responsibilities and functions. <br /> <br />Yours very truly, <br /> <br />Arthur Young & Company <br /> <br />Cabarrus County <br />By: /s/ James W. Lentz <br /> <br />Name <br />Chairman~ Board of Commissioners <br />Title <br />April 18, 1988 <br /> <br /> Mr. Paul Watson, Engineer with HDR Infrastructure, Inc., described the <br />various types of recreational activities possible in the Coddle Creek <br />Reservoir area and outlined the requirements of the United States Fish and <br />Wildlife Services and the North Carolina Wildlife Resources Commission <br />regulating these activities. He asked for the Board's direction as to what <br />type of activities should be permitted in order to proceed with the Corps of <br />Engineers 404 Permit Process and to proceed with the design of the bridge <br />replacement on Mooresville Road. No action was taken by the Board in this <br />matter. <br /> <br /> <br />
