UPON MOTION of Commissioner Payne, seconded by Commissioner Moss and unanimously carried, the Board authorized the Chairman to sign the following contract letter with Arthur Young and Company for the Rocky River Regional Wastewater Treatment Plant audit. April 8, 1988 Mr. James W. Lentz Chairman, Board of County Commissioners Cabarrus County Post Office Box 707 Concord, North Carolina 28025 Dear Mr. Lentz: We are pleased to be certified public accountants for Cabarrus County, North Carolina (the County) and to perform certain agreed-upon procedures designed to assist you in evaluating the appropriateness of costs billed and charged to the County by the City of Concord, successor to the Board of Light and Water of the City of Concord, in connection with the construction of the Rocky River water and sewer project. Mr. George Finger will be the coordinating principal responsible for managing the services we perform for you. Mr. Bert Welch will be the colleague partner who will consult with Mr. Finger on significant aspects of the engagement and substitute for him when he is unavailable. It will be the responsibility of Mr. Finger and Mr. Welch to make sure that your management receives good service. They will, as desirable, call upon other individuals with specialized knowledge and skills, either in this office or elsewhere in the firm. Over the next few weeks a manager and staff will be assigned to your engagement. Mr. Finger will contact you soon to begin planning this work and assist you and your management team in develop- ing the procedures to be performed. The manager and staff wilI soon there- after begin working with your management to perform these agreed-upon procedures. Unless unusual conditions not now foreseen make it impracticable to do so, we will submit a report to you detailing our findings based upon the performance of procedures agreed upon. Our fees will be based on hours worked by the various levels of personnel, at rates applicable to each, billed monthly on this basis plus out-of-pocket expenses. If these arrangements are acceptable to you, please sign one copy of this letter and return it to us. We very much appreciate the opportunity to act as your independent auditors and would be pleased to furnish any additional information you may request concerning our responsibilities and functions. Lentz Name Chairman~ Board of Commissioners Title April 18, 1988 Mr. Paul Watson, Engineer with HDR Infrastructure, Inc., described the various types of recreational activities possible in the Coddle Creek Reservoir area and outlined the requirements of the United States Fish and Wildlife Services and the North Carolina Wildlife Resources Commission regulating these activities. He asked for the Board's direction as to what type of activities should be permitted in order to proceed with the Corps of Engineers 404 Permit Process and to proceed with the design of the bridge replacement on Mooresville Road. No action was taken by the Board in this matter.
