358 <br /> <br /> The Board of Commissioners for the County of Cabarrus'met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, <br />May 16, 1988, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of April 25 and May 2, 1988, were approved <br />as written. <br /> Chairman Lentz stated that this was the day and hour scheduled for a <br />public hearing regarding the proposed Zoning Atlas and Text Amendments. <br /> Mr. Larry Loving, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed Zoning Atlas and Text amendments as recom- <br />mended by the Planning Board. Mr. Jonathan Marshall, member of the Planning <br />Department staff, reviewed the location of the areas proposed for rezoning. <br />Public input was received regarding the proposed amendments prior to action <br />by the Board of Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br />1. Petition 88-04. Ronald G. Overcash, off Poplar Tent Road, township 2, <br /> Map/PIN 5610-18-5848, 19-6002. Wishes to rezone from R-15 to C-1. The <br /> Planning Board voted 4-0 to deny this petition. <br /> <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Melvin and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board denied Petition 88-04 by Ronald <br />G. Overcash. <br /> <br />Petition 88-05. Carl & Agnes Overcash, off Highway 73, township 3, <br />Map/PIN 4681-59-2871. Wishes to rezone from ARR to C-1. The Planning <br />Board voted 4-0 to approve this petition. <br /> <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Petition 88-05 by Carl and Agnes <br />Overcash to rezone property off Highway 73, Map/PIN 4681-59-2871, from ARR to <br />C-1. <br /> <br />e <br /> <br />Petition 88-06. Reids Pawn Shop, off Centergrove Road (NC 136), town- <br />ship 4, Map/PIN 5613-75-7952, 76-8000. Wishes to rezone from R-7.2 to <br />O&I. <br /> <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin and <br />unanimously carried, the Board approved Petition 88-06 by Reids Pawn Shop to <br />rezone property off Centergrove Road, Map/PIN 5613-75-7952, 76-8000, from <br />R-7.2 to O & I. <br /> <br />ZONING TEXT AMENDMENTS <br />1.
