This resolution shall take effect immediately upon its <br />passage. <br /> Commissioner Hamby moved passage of the foregoing resolution entitled: <br /> <br />RESOLUTION AUTHORIZING THE APPROVAL IN PRINCIPLE <br />OF AN INDUSTRIAL PROJECT IN CABARRUS COUNTY, NORTH <br />CAROLINA, TO BE FINANCED FOR CRAFTSMEN FABRICS <br />INDUSTRIES, INCORPORATED, BY THE ISSUANCE OF <br />INDUSTRIAL REVENUE BONDS OF THE CABARRUS COUNTY <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL <br />FINANCING AUTHORITY IN AN AGGREGATE PRINCIPAL <br />AMOUNT NOT TO EXCEED $4,000,000 AND AUTHORIZING AN <br />APPLICATION TO THE NORTH CAROLINA DEPARTMENT OF <br />COMMERCE FOR A PRIVATE ACTIVITY BOND ALLOCATION <br />FOR SUCH PROJECT AND BONDS. <br /> <br />Commissioner Payne seconded the motion, and the resolution was passed by <br />the following vote: <br /> Ayes: Commissioners Hamby, Payne, Melvin, and Moss and Chairman Lentz <br /> Nayes: None <br /> EXHIBIT A <br /> There was no one present to speak either for or against the proposed <br />Project and no written comments were received. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board appointed Mr. Richard Moore as the Youth <br />Representative on the Cabarrus County Parks and Recreation Advisory <br />Commission for a term of one year ending July 31, 1989. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board adopted the following items of agreement <br />between the City of Concord and Cabarrus County and authorized the <br />execution of the the Reciprocal Agreement for Water and Sewer Connections <br />and Related Matters. <br /> <br />e <br /> <br />The City and the County will execute the reciprocal connection <br />agreement, thereby authorizing connection of the Wolf Meadow <br />Interceptor to the Rocky River Interceptor and also <br />Renew the 1984 Water Supply Agreement between the Board of Light <br />and Water Commissioners and Cabarrus County for up to one and one <br />half million gallons of water per day until such time as it is <br />modified or superseded by separate agreement between the City of <br />Concord and Cabarrus County. <br />Agree that no meter will be required at the point of connection <br />of the Wolf Meadow Interceptor to the Rocky River Interceptor <br />provided that Cabarrus County will be charged for treatment only <br />for flows into the Rocky River line from current meters. <br />The City transformer and high voltage line located upon the site <br />of the County Governmental Complex will be moved as promptly as <br />possible and the temporary encroachment for construction upon <br />Means Avenue will be authorized. <br />Agree that the parties will act as quickly as possible to resolve <br />the Coddle Creek construction and the modified Water Supply <br />Agreements. <br /> <br /> The Reciprocal Agreement as authorized for execution by the Board is <br />as follows. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />RECIPROCAL AGREEMENT FOR <br />WATER AND SEWER CONNECTIONS AND <br /> RELATED MATTERS <br /> <br /> THIS AGREEMENT of Interlocal Cooperation, pursuant to Article 20 of <br />Chapter 160A of the General Statutes of North Carolina, made and entered <br />into this 15th day of August, 1988, by and between the CITY OF CONCORD, <br />North Carolina (hereinafter referred to as "CONCORD"), and CABARRUS COUNTY <br />(hereinafter referred to as "CABARRUS"); <br /> <br />W I T N E S S E T H: that -- <br /> <br /> WHEREAS, CONCORD operates and maintains a municipal water and sewer <br />system which includes, but is not limited to, a water filter plant, water <br /> <br /> <br />
