The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, <br />January 16, 1989 at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br />The invocation was given by Captain Ron Dohmann of The Salvation Army. <br />UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby <br />and unanimously carried, the minutes of December 28, 1988 and January 3, <br />1989 were approved as written. <br /> The two appointments to the Domiciliary Home Community Advisory <br />Committee were delayed until the next meeting. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board approved the following Contract Amendment to <br />the Consulting Agreement with Camp Dresser & McKee for services relating to <br />the design and construction of a sedimentation basin at the County <br />Landfill. <br /> <br />December 29, 1988 <br /> <br />Dr. William F. Pilkington <br />Health Director <br />Cabarrus County Health Department <br />Post Office Box 1149 <br />Concord, North Carolina 28026-1149 <br /> <br />Dear Dr. Pilkington: <br /> <br />Contract Amendment for <br />Consulting Agreement <br /> <br />The purpose of this letter is to receive authorization to increase the <br />upper limit of our consulting agreement for extra services related to the <br />design and construction services for the second sedimentation basin at the <br />Cabarrus County Landfill. The current upper limit for the consulting <br />agreement is $7,500. The original scope of services associated with this <br />fee included the preparation of drawings and specifications for the new <br />sedimentation basin, and our meetings to discuss a long range plan for <br />solid waste in the County. Our original estimated cost for preparation of <br />the drawings and specifications was based upon making only minor <br />modifications to the drawings and specifications which we prepared for the <br />first sedimentation basin. As a result of our experience with the <br />construction of the first basin, however, we mutually agreed to change both <br />the design of the sedimentation basin and the coordination/contracting of <br />geotechnical engineering services. In addition, we agreed to add <br />geotechnical field work and a soils report on basin construction methods, <br />as well as supervision of field inspection by Soil & Material Engineers to <br />our contract. This was done to improve coordination of all engineering <br />work. The County contracted directly for geotechnical services on the <br />first basin. <br /> <br />Our additional costs, therefore, relate to: unanticipated design changes <br />which had to be made to the drawings and specifications; the coordination <br />and contracting with a geotechnical engineering firm to perform field work, <br />a soils report, and inspection services; and, the geotechnical firmfs fee <br />which we subcontracted for directly (not including inspection services). <br />Our total incurred costs for these extra services has been $11,575. <br />Therefore, the new upper limit engineering services fee will be $19,075. <br /> <br />If you have any questions regarding this request, please do not hesitate to <br />call me.
