37 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />January 23, 1989 at 9:00 A.M. <br /> Present - Vice-Chairman: R. Giles Moss <br /> Commissioners:Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Absent Chairman: James W. Lentz <br /> Commissioner: William G. Hamby, Jr. <br /> The meeting was called to order by Vice-Chairman Moss. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reviewed the proposed <br />Pretreatment Agreement between the City of Concord and Cabarrus County and <br />outlined the recommended changes to the provisions relating to rate <br />structure and duration of the agreement. The Board agreed to meet later in <br />the week to further discuss the proposed Agreement. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />CABARRUS COUNTY SURVEYORS WEEK <br /> PROCLAMATION <br /> <br /> WHEREAS, surveyors have played an important role in the continuing <br />development of the State of North Carolina and Cabarrus County; and <br /> <br /> WHEREAS, the North Carolina Society of Surveyors, Inc., was founded in <br />1939, and for 50 years, surveyors across the state have done their jobs <br />with integrity and professionalism; and <br /> <br /> WHEREAS, the American Heritage Dictionary defines surveying as the <br />measurement of dimensional relationships, as of horizontal distances, <br />elevations, directions and angles, on the earthVs surface, especially for <br />use in locating property boundaries, construction layout, and map making; <br />and <br /> <br /> WHEREAS, surveyors in North Carolina and Cabarrus County have <br />consistently demonstrated pride and commitment to their work; and <br /> <br /> WHEREAS, the week of February 5 through February 11, 1989, has been <br />designated North Carolina Surveyors Week by Governor James G. Martin. <br /> <br /> NOW, THEREFORE, I, James W. Lentz, Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim the week of February 5 through <br />February 11, 1989, as "Cabarrus County Surveyors Week" and urge our <br />citizens to recognize the contributions that surveyors have made to the <br />growth of our county and state. <br /> <br />This the 23rd day of January, 1989. <br /> <br />/s/ James W. Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons <br />and unanimously carried, the Board scheduled a public hearing for 7:00 P.M. <br />on Monday, February 20, 1989 to receive input on the application and <br />selection process for a Community Development Block Grant target area. <br /> Commissioner Melvin distributed an evaluated criteria report on the <br />Cannon Building located at the Stonewall Jackson School that was prepared <br />at no cost to the County by the architectural firm of Dennis Yates <br />Associates. This report will be discussed by the Board at a later date. <br /> Plans were finalized for a trip on this date to Atlanta to meet with <br />Federal Aviation Administration officials. <br /> There being no further business to come before the Board, Vice- <br />Chairman Moss recessed the meeting until 5:30 P.M. on Thursday, January 26, <br />1989. <br /> <br />Clerk to the Board <br /> <br /> <br />
