<br />PROCLAMATION
<br />
<br /> WI~EREAS, Special Olympics International, the governing body of the Special
<br />Olympics Program, is the world's largest sports program for mentally retarded
<br />children and adults. This program provides year-round training and competition
<br />in twenty-two official sports to over one million special athletes in over
<br />20,000 communities nationwide; and
<br />
<br /> WHEREAS, law enforcement officers in Cabarrus County and across the state
<br />of North Carolina and the United States have donated their time and energy to
<br />support and promote the Special Olympics program; and
<br />
<br /> WHEREAS this, the third annual North Carolina Law Enforcement Officers
<br />Torch Run in support of Special Olympics will begin in both Atlantic Beach, N.C.
<br />and in Asheville, N.C. on May 16, 1989 and will culminate in Charlotte, N.C. on
<br />May 26, 1989 at 7:30 p.m. at Memorial Stadium, signaling the start of the State
<br />Special Olympics Summer Games; and
<br />
<br /> WHEREAS, Deputy Sheriffs of Cabarrus County and Police Officers of the
<br />cities of Concord and Kannapolis, in a show of their united support of this
<br />worthwhile program, will carry the torch of the Special Olympics through
<br />Cabarrus County and the municipalities of Concord and Kannapolis on May 25,
<br />1989, in recognition of the accomplishments of the Special Olympians; and
<br />
<br /> WHEREAS, it is important to remember that, in Special Olympics, everyone
<br />who participates is indeed a winner.
<br />
<br /> NOW, THEREFORE, I, James W. Lentz, Chairman of the Board of Cabarrus
<br />County Commissioners, do hereby proclaim Thursday, May 25, 1989, as
<br />
<br />"Law Enforcement Torch Run Day in Cabarrus County"
<br />
<br />AND FURTHERMORE, I extend my gratitude and appreciation to officers of the
<br />Cabarrus County Sheriff's Department, and to those of the Concord and Kannapolis
<br />Police Departments, for lending their support to such a meaningful and
<br />worthwhile cause.
<br />

<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and
<br />unanimously carried, the Board granted permission for a fireworks display at
<br />the Carolina Mall at 9:30 P.M. on Saturday, July 1, 1989.
<br /> Mr. Michael M. Ruffin, County Manager, announced that Ms. Cynthia Eades
<br />would begin duties as Cabarrus County Personnel Officer on May 23, 1989.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and
<br />unanimously carried, the Board moved to go into executive session to discuss
<br />possible land acquisition.
<br /> UPON MOTION Of Chairman Lentz, seconded by Commissioner Hamby and
<br />unanimously carried, the executive session was terminated.
<br /> No report was given at the conclusion of the executive session.
<br /> There being no further business to come before the Board, Chairman Lentz
<br />recessed the meeting until 5:00 P.M. on Tuesday, May 16, 1989, at Frank Liske
<br />Park.
