Ail employees would receive a 4% cost-of-living raise <br /> including Commissioners -- and all other increases would <br /> remain constant for a period of 3 months (first quarter of FY <br /> 1989-90) at which time the contracted personnel study should <br /> be complete and the new personnel officer would have time to <br /> draft a new ordinance.* <br /> In my opinion, this would necessitate that the present <br /> "Personnel Ordinance" be rescinded before action would be <br /> appropriate. <br /> * County ManagerVs six month review (5%) should be honored. <br /> <br /> UPON ~OTION of Commissioner Simmons, seconded by Commissioner Moss with <br />Commissioners Simmons, Moss, and Melvin voting for and Chairman Lentz and <br />Commissione~ Hamby voting against, the Board increased the 1988-89 Schools- <br />Current Exp~nse budget by 15 percent (15%). Also, in accordance with G.S. 115C- <br />429(b), th~ Board increased the County Schools Line Item 5100, Regular <br />Instructional Program, by $238,839.00 over the 1988-89 County instructional <br />program fun~ls and restricted this appropriation by ten percent (10%). The Board <br />further diiected that the funding for the Kannapolis City Schools-Current <br />Expense be ~djusted accordingly using the appropriate formula. <br /> The notion by Chairman Lentz to increase the Schools-Current Expense <br />budget by t~elve percent (12%) failed for lack of second. <br /> UPON ~OTION of Commissioner Moss, seconded by Commissioner Simmons, with <br />Commissionelfs Moss, Simmons, and Melvin voting for and Chairman Lentz and <br />Commissione~ Hamby voting against, the Board voted: <br /> <br />Manag~ <br /> <br />salar~ <br /> <br />Count' <br />incre. <br />first <br />perso~ <br />will <br />exist <br />and <br />Perso~ <br />ratif' <br /> <br />1) To award a five percent (5%) salary increase to the County <br />~r for his six-month review effective July 1, 1989; <br /> <br />2) To grant all employees a four percent (4%) cost-of-living <br />increase for 1989-90; <br /> <br />3) To rescind Article III, Section 3(b) of the Cabarrus <br /> Personnel Ordinance insofar as it authorizes automatic pay <br />.ses for employees other than new hires. (NOTE: During the <br /> three (3) months of fiscal year 1989-90, a new <br />~nel/salary study will be completed and a new personnel policy <br /> submitted by the Personnel Officer.)
