127

-- Those with a person already hired, such as the County
Manager°s budget.
-- Regretfully, to make this work, I believe the school budget
would have to be at the 10% ($620,326.34) increase as
recommended.
2. Ail employees would receive a 4% cost-of-living raise
including Commissioners -- and all other increases would
remain constant for a period of 3 months (first quarter of FY
1989-90) at which time the contracted personnel study should
be complete and the new personnel officer would have time to
draft a new ordinance.*
In my opinion, this would necessitate that the present
"Personnel Ordinance" be rescinded before action would be
appropriate.
* County ManagerVs six month review (5%) should be honored.

UPON ~OTION of Commissioner Simmons, seconded by Commissioner Moss with
Commissioners Simmons, Moss, and Melvin voting for and Chairman Lentz and
Commissione~ Hamby voting against, the Board increased the 1988-89 Schools-
Current Exp~nse budget by 15 percent (15%). Also, in accordance with G.S. 115C-
429(b), th~ Board increased the County Schools Line Item 5100, Regular
Instructional Program, by $238,839.00 over the 1988-89 County instructional
program fun~ls and restricted this appropriation by ten percent (10%). The Board
further diiected that the funding for the Kannapolis City Schools-Current
Expense be ~djusted accordingly using the appropriate formula.
The notion by Chairman Lentz to increase the Schools-Current Expense
budget by t~elve percent (12%) failed for lack of second.
UPON ~OTION of Commissioner Moss, seconded by Commissioner Simmons, with
Commissionelfs Moss, Simmons, and Melvin voting for and Chairman Lentz and
Commissione~ Hamby voting against, the Board voted:

Manag~

salar~

Count'
incre.
first
perso~
will
exist
and
Perso~
ratif'

1) To award a five percent (5%) salary increase to the County
~r for his six-month review effective July 1, 1989;

2) To grant all employees a four percent (4%) cost-of-living
increase for 1989-90;

3) To rescind Article III, Section 3(b) of the Cabarrus
Personnel Ordinance insofar as it authorizes automatic pay
.ses for employees other than new hires. (NOTE: During the
three (3) months of fiscal year 1989-90, a new
~nel/salary study will be completed and a new personnel policy
submitted by the Personnel Officer.) By this action, the
ng Personnel Ordinance is amended to incorporate this change,
]e staff is directed to present a formal amendment of the
Lnel Ordinance to the Board specifically memorializing and
~ing this modification;

(4) 9o fix a $2,500.00 annual salary increase/allocation for each
Count~ Commissioner, implemented as follows:
(a) Pay only a four percent (4%) increase over the
~1988-89 salary amount until completion of the
]personnel/salary study;

The mo
Moss to dele
County emplo
UPON ~
Commissioner
Commissioner
amendment.

(b) After completion of the personnel/salary
study, pay such additional sum, if any, as may be
authorized by separate Board action, up to, but no more
than, the fixed budget amount.

tion made by Commissioner Hamby to amend the motion by Commissioner
te that section of the motion deferring the automatic increases for
yees died for lack of second.
OTION of Commissioner Melvin, seconded by Commissioner Hamby with
s Melvin, Hamby, and Moss and Chairman Lentz voting for and
Simmons voting against, the Board adopted the following budget
