130

The Board of Commissioners for the County of Cabarrus met in recessed
session at the County Courthouse in Concord, North Carolina, on Thursday, June
15, 1989, at 4:00 P.M.
Present - Chairman: James W. Lentz
Commissioners: R. Giles Moss
William G. Hamby, Jr.
Martha H. Melvin
Billy J. Simmons, Jr.
Ms. Kathy Hales, representing County employees, presented concerns relative
to the Board's action freezing employees' salaries for ninety (90) days. She
requested that the Personnel Committee be permitted to conduct its study and make
recommendations before action is taken by the Board. Ms. Hales invited the Board
members to visit County departments in order to learn more about the employees
and the services they provide.
The Board received the presentation by Ms. Hales as information only and
took no action.
Mr. Michael M. Ruffin, County Manager, presented the proposed 1989-1990
Cabarrus County Budget Ordinance. He called the Board's attention to the
restricted Schools-Current Expense appropriations, specifically the Regular
Instructional Program funds in the amount of $1,834,347.00 for the Cabarrus
County Schools and $461,655.00 for the Kannapolis City Schools. He pointed out
that both Schools-Current Expense appropriations had been equalized in accordance
with the North Carolina General Statutes. During review of the proposed
Ordinance, Mr. Ruffin also advised the Board that $7,000.00 had been added to
the Recreation Department for part-time salaries to compensate for the full-
time position that was eliminated by the Board. He also noted that the Board's
action deferring automatic increases for employees did not affect the
appropriations shown in the proposed Budget Ordinance.
The motion made by Chairman Lentz to remove the mandate from the motion
of June 12 placing restrictions on the Schools Current Expense-Regular
Instructional Program appropriation and to allow the Schools to use that
appropriation as they see fit died for lack of second.
Motion by Commissioner Simmons and seconded by Commissioner Hamby to adopt
the 1989-1990 Cabarrus County Budget Ordinance as presented by the County Manager
failed with Commissioners Hamby and Simmons voting for and Commissioners Moss
and Melvin and Chairman Lentz voting against.
UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with Chairman
Lentz and Commissioners Hamby and Simmons voting for and Commissioners Moss and
Melvin voting against, the Board agreed to remove the mandate restricting the
Cabarrus County Schools-Current Expense-Regular Instruction Program appropriation
of $1,834,347.00 and the Kannapolis City Schools-Current Expense-Regular
Instruction Program funds of $461,655.00.
