Expenses for operations of the Sanitary Landfill in excess of those <br />generated by the tipping fees shall be derived solely from the proceeds of the <br />County's portion of the sales tax. <br /> <br />B. Special appropriations to non-profit organizations shall be distributed <br />after the execution of an agreement which insures that all County funds are <br />used for a statutorily permissible public purposes. <br /> <br />C. The County Manager is hereby authorized to transfer appropriations <br />within a fund as contained herein under the following conditions: <br /> <br />1. He may transfer amounts between objects of expenditures within a <br /> department without limitation and without a report being requested. <br />2. He may. transfer amounts up to $10,000 between departments of the same <br /> fund with an official report on such transfers to be provided at the <br /> next regular meeting of the Board of Commissioners. <br />3. He may not transfer any amounts between funds nor from any <br /> contingency appropriation within any fund without action of the Board <br /> of Commissioners. <br /> <br />Adopted this the 15th day of June, 1989. <br /> <br />/s/ Frankie F. Lentz <br />Chairman <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to go into executive session for <br />consultation with counsel. The Board requested Ms. Cynthia Eades, Personnel <br />Officer, to join the Board in executive session. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and unanimously <br />carried, the executive session was terminated. <br /> Chairman Lentz reported that the Board had discussed a legal matter with <br />the County Attorney during the executive session. <br /> Chairman Lentz recessed the meeting until the conclusion of the meeting of <br />the Board of Commissioners for the Water and Sewer District of Cabarrus County. <br /> Chairman Lentz reconvened the meeting of the Board of Commissioners. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin with <br />Commissioner Simmons, Melvin and Moss voting for and Commissioner Hamby and <br />Chairman Lentz voting against, the Board moved to reconsider the vote to approve <br />the Fiscal Year 1989-1990 Budget Ordinance as written by the County Manager with <br />the inclusion of Section 6(A) as follows: <br /> <br />A. In accordance with North Carolina General Statute 115C-429(b), <br />none of the $1,834,347.00 or $461,655.00 hereinbefore appropriated for <br /> <br /> <br />
